Not the way to pet a strange dog. You need to approach the dog slowly with the back of your hand extended toward the dog's nose so that he can sniff it and check you out. Thrust your hand at a strange dog's mouth in that way and you are going to get bit sometimes. It is viewed as an aggressive gesture by the dog and he is just defending himself.

Dogs interpret such sudden moves as aggressive - it is not the dog's fault. Children need to be taught how to approach strange dogs. Dogs are not stuffed animals to be petted by anyone who happens by. If a child wants to pet my dog I sit him down and talk to him quietly to let him know it is ok and instruct the child how to approach him. A dog does not trust a stranger but he does trust his handler so the stranger must follow the lead of the handler.

Either he is not trained well or he is upset about the election, or both. The guy did reach out for him somewhat quickly, but Barney was awfully quick to snap and snarl. He must be used to being petted all the time by strangers, so this seems odd for poor Barney.
