When Austria entered the United Nations in 1958, Waldheim was a member of its delegation. Austria's permanent representative to the United Nations (1965-68), he later served (1968-70) as Austria's foreign minister and lost (1971) an election for the presidency of Austria. He was elected to a five-year term as UN secretary-general in Dec., 1971.
In 1986 he was elected president of Austria, despite the scandal caused by the revelation that he had been an officer in a German army unit that committed atrocities in Yugoslavia during World War II; he denied any knowledge of the atrocities. An international investigation cleared him of complicity, but many felt he must have known more than he revealed. His tenure as president was marked by international isolation, and he did not run in 1992.

to the detriment of far more critical issues (just as the swift boat stuff was for the past month) . . .
this is exactly what BushCo wants, imo . . . because if the press and the media ever started examining issues like Iraq, 9/11, Bush's personal security force, Cheney's energy task force, and a thousand other far more important issues with the same passion they've shown for this peripheral stuff, Bush would be toast . . . they'd rather take the hit on 30-year-old memos than on their record in the White House . . .
imho, it's all a diversion to keep the hard questions out of the papers and off the tv screens . . . because in the grand scheme of things, very few voters are going to make up their minds based on Bush's TANG record, and BushCo knows it . . .

... to some voters that he's lied about the circumstances, consistently, right up to the present day, and that he evaded his service obligation when he's been talking himself up as "the war president."
Some voters might see the veneer wearing through in places. It won't stop the diehard pinheads from voting for him, but it certainly might convince some of the leaners that he isn't what he claims, so maybe his positions aren't exactly what he claims.
