"...the Bush administration plans on Tuesday to propose shifting $3.46 billion from Iraqi water, power and other reconstruction projects..."

"...the administration will call for shifting $1.804 billion now earmarked for water, sewage and electricity projects..."

"... the administration will shift $450 million to expand Iraq's oil capacity..."

"...the administration is required to seek congressional approval for major changes in Iraq's reconstruction package, congressional aides said the White House now wants to ease those restrictions. One aide complained that the administration was effectively seeking a "blank check"..."

2. It's all about expanding the oil.
The water treatment plants in Iraq are still broken since the destruction of the invasion, and spewing raw sewage into the river where many obtain their drinking water. Watch for cholera & more, soon.

"PHOOEY on clean water for the Iraqi people! PHOOEY on electricity! PHOOEY on all but OIL!!!" Huh??

3. fascinating
I want a thorough accounting of where all the reconstruction has gone. It sounds to me it has been flushed right down the toilet or pocketed by corporate frauds.

5. "A thorough accounting"
Hahahahahahahahahahah!!!! That's a GOOD ONE! Like the White house is gonna give up a thorough accounting of B***'s "service"! Hahah! We only know so far that Halliburton/KBR has over charged (attempted embezzlement)for what they have "provided/performed" so far. Yeah, right, I will expect a thorough, complete and truthful accounting. Sigh.............
