13. How many Senators have we lost between the election and nominations? Is Franken going to be in?
With so much disruption in the Senate I'm not only concerned about Sen. Byrd's and Kennedy's health, but of the Democratic majority in the Senate.

15. To answer the question -
Mass has a special election to replace a senator - this was made into law in 2004.

WV apparently allows a governor to appoint replacements, as I know Dems in WV that have worried about what choice current Gov Manchin would make in the event of Byrd having health issues.
