FACTBOX-U.S. draft executive order to close Guantanamo

Below are points highlighted from a draft of that executive order obtained by Reuters:

* The prison would be required to be closed within one year after the order is signed and issued

* The order says prisoners have constitutional rights to protest their detainment

* It calls for a review of all Guantanamo detentions by the Attorney General, Secretary of Defense, Secretary of State, Secretary of Homeland Security, Director of National Intelligence, Chairman of the Joint Chiefs of Staff and others

* The review should determine whether detainees can be transferred or released; for those not approved for release or transfer, it will be evaluated whether they should be prosecuted in U.S. courts

* The Secretary of Defense would review within 30 days of the order the conditions at Guantanamo and take immediate action to make them more humane if necessary

* The Secretary of Defense would halt military commissions during the review
