Can't the Dems put all the spending cuts back in the budget bill? |

If I'm not mistaken, you cannot filibuster the budget. Can't the Dems just put all the cuts in the stimulus in the budget bill later this year? Since the Mitch can't filibuster a budget bill, the Dems could pretty much pass anything they wish. I think this is probably the thinking of Obama.

The budget bill lays out a spending framework but I don't think money actually gets given out through the budget bill. But I expect some of the programs that got cut from the stimulus will be funded as part of their respective annual spending bills...some of the senators who were involved with the compromise even said they supported funding those programs, just not as part of the emergency stimulus legislation. So I'm optimistic that some of that funding will be restored at some point this year.

After the Senate passes their version of the bill, they have to go back and reconcile with the House, so both houses of Congress pass an identical bill. That means that Pelosi will probably ask for a few of the things that got axed be put back, like Head Start, education & infrastructure spending, that sort of thing.

The spending part of the budget is passed through several appropriations bills that are subject to filibuster. The good thing about appropriations though is that they are so large and usually pork ridden that senators have a disincentive to filibuster because that means their own pet projects don't go through. Then again, I thought that would be the case for the stimulus as well.
