children of non-citizens cannot claim birthright citizenship unless their parents were legal residents for a period of times -- say, five years -- at the time the child was born.
It's not a bad idea and the US should consider it.

Just because someone you don't like proposes something, it's not necessarily wrong.
The current rule was put in effect when the country was young and pretty empty and we needed citizens. And, because of the modes of transportation of the time, it was virtually impossible for someone to come here just for the purpose of having their kids become citizens.
Times have changed -- and we need to revisit that idea.
I mean, if Dobbs, Repukes, and Freepers pushed the idea of brushing your teeth after every meal, I hope you wouldn't let that stop you from good dental hygiene.

No, the current rule was put in effect after country had fought a bloody civil war, one of whose issues was whether persons who had been property could be citizens. Don't like it? Good luck repealing the Fourteenth Amendment.

No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

If you mean just the mother, then are you saying that if an US citizen male impregnates an illegal resident female, that the child is not a US citizen, even if born in the US?
After you flesh that one out, we will discuss foundling infants abandoned at hospitals. Because you sure as shooting are going to see an uptick in that.
