Yeah, I know it's hosted at Politico, which has a really bad rep here. But that's where I found it.

Basically, the statement says that certain clauses of the bill would unconstitutionally limit the president's ability to negotiate freely with foreign nations, give military subordinates a veto power over the president's ability to commit US troops to UN peacekeeping missions, force the executive to obtain permission from Congressional committees for certain kinds of expenditures under the bill, and a couple more things on those same lines.

I'd like to see some knowledgeable analysis of what's being asserted here, but I can't say I see anything particularly alarming on the face of it.
