Everyone knows how small his vocabulary is. My guess is that the word "authoritarian" was used in cabinet meetings, talks with Cheney, etc. and he adopted the word, not really understanding it. This is similar to his use of the phrase, "catapult the propaganda." He was just repeating something he had heard without fully understanding it.
