Senate Single-Payer Healthcare Bill Introduced by Senator Bernie Sanders!

Sanders Puts Single-Payer On the Agenda
by John Nichols
March 30, 2009

While the one reform that could cure what ails America's health care system has attracted plenty of adherents in the House -- 72 members have signed on as backers of House Judiciary Committee chair John Conyers' single-payer proposal and others back a plan introduced by Washington Democrat Jim McDermott's legislation -- there has not been a Senate proposal to rally around.

Until now.

That's what makes Vermont Senator Bernie Sanders' proposed "American Health Security Act of 2009" such an important piece of legislation. In addition to being the first single-payer bill introduced in the Senate since the mid-1990s -- when the late Paul Wellstone, D-Minnesota, sponsored a bill similar to the plan now being advanced by Sanders -- it raises the profile of the doctors, nurses, patients and other campaigners who are trying to tell the Obama administration and its congressional allies that the legislative compromises they entertain are doomed to fail.

The Sanders bill stands in stark contrast to the proposals being considered by the Obama administration and U.S. Sen. Max Baucus, D-Montana, which would establish a new public-versus-private hybrid to try and address dysfunctions in the current public-versus-private hybrid that has left more than 45 million Americans uninsured and at least that many Americans underinsured.

"This is excellent news," says Dr. Quentin Young, national coordinator of Physicians for a National Health Program. "There is now a way for the Senate to help us exit the nightmare of a collapsing health care system. If this bill is enacted, we no longer have to put up with the outrageous costs that prevent millions of Americans from receiving medical care and medications. Nor will tens of thousands have to declare bankruptcy over medical bills. In the face of our present economic calamity, this is an urgent necessity."

Single-payer health care bill introduced in US Senate
By Anjanette Riley
Arizona Capital Times
March 30, 2009

Senate members are considering a bill that would replace the country's existing employer-based health care model with a single-payer form similar to the models used in Europe.

Sen. Bernie Sanders, Democrat from Vermont and sponsor of the American Health Security Act of 2009, announced his intentions to file the bill earlier this month during the president's health care reform summit. It was filed March 25.

The system would guarantee health care coverage to every citizen. Benefits would include funding for primary care, mental health care and dental. Benefit packages would be managed on the state-level, similar to the operation of Medicaid.

The measure would also create a National Health Service Corps to combat the nation's physician shortage by training an additional 24,000 health professionals.

The Congressional Budget Office estimates that the measure would save the country $400 billion annually by reducing the number of uninsured and removing the administrative costs of other government-sponsored health care programs already on the books.

(This is good. It won't pass, but it might influence Dems to at least keep the public part of Obama's health care proposal in the final bill--if we make our voices heard.)

8. In the last few days Obama said he is open to a public option
only for those who don't qualify for public plans (i.e. preexisting conditions). By doing that he's setting the pubilc option up for failure by only allowing those who are more likely to have high medical costs join it. I'd rather the public option get dropped from his health insurance proposal than have it be something the for profit insurers and their friends can point to and say "see, we told you it was too expensive". That would push single payer off the table for years.

I intend to hammer my senator to support Sanders' bill. Even though Klobuchar is flirting with the Blue Dogs, if enough of us contact her it might work. Public pressure changed her FISA vote.

17. During his town hall he said
http://content.usatoday.com/communities/theoval/post/2009/03/64660185/1

"And if you can't obtain it through a private plan there's going to be a public plan."

The "if" sounds like the private plan will be your first choice and only after they reject you will you be able to try the public option.

He also said

"I don't think the best way to fix our health care system is to scrap what everybody is accustomed to,"
and
"(the nation should) build on what we have ... and fill in the gaps."

Yeah - because we're just so accustomed to getting screwed by the for profits we just couldn't cope if they weren't picking our pockets.

7. Way to go Bernie.
$400 billion in savings is a lot of money, and I am sure the republicans will fight this tooth and nail, but if the people get behind this, and lots of business's also, it might work. Business should happy as hell to get something like this passed so they can put more money in their pockets every month instead of paying out thousands to insurance companies. Even republicans that have lost their insurance for one reason or another should be on this band wagon, at least one would thing that!

16. While that may be true- it's far more rational public policy
Sadly, the profoundly dysfuctional (and corrupted) US Senate is the biggest reason why not only won't Americans get health care- but will continue on their downward slide toward third world status in many other ways as well.

Among those who matter, the doctors and patients of America. The ONLY people who oppose a not for profit system are those that profit from the current one, and they are a tiny little growth on the butt of the body politic that the rest of us are more than eager to have removed.

If you have some time, read up on Bernie's political career. It's really a fascinating story. One thing to note is that he is where he is today because he has worked with the Democratic Party even though he is not a member.

But they don't. No hypocrisy, the President made it clear from the start he wasn't interested in a single payer solution.

Ah well. Let's see what we can do to at least get good, strong congressional debate about this bill and get it in the news.

29. Compromise?
Edited on Wed Apr-01-09 08:29 AM by Mark D.
I watched the PBS special last night about the state of health care. I was raving furious at the story of the Lupus victim who basically rotted away without health care. I had an epiphany just now. This should please both the people like us who ACTUALLY CARE and the 'have mores' (corporate whores) like Rush Limbaugh and Sean Hannity alike. Are you ready? It's really simple. Pass Bernie's bill, which is like the one Conyers wants, and Kucinich wants. Get the three of them together to tweak it, I like all of their ideas. The best way is rather simple. Do so and allow the STUPID for-profit, private, money shifting to the elite, Nixonian, crap-NWO system of private insurance to continue.

You get the best of both worlds. As Dennis Kucinich pointed out, the 2.2 trillion we pay now would fully pay for the new plan, covering everyone. No new expenses or taxes. If we need extra to pay for it, the 1/2 TRILLION a year in savings the conservative CBO points out would cover it. So nothing would change for those who like the system we have now. Those sick of it, which is 2/3 of America (probably more, as the rich elite do all they can to push that number down) will go with the public plan. And, to quote that aldultering, immoral, bloated piece of shit Newt Gingrich from his 'Contract on America' daze - that private for-profit system will 'wither on the vine' and that is FINE.

33. Mark, welcome to DU....
I hope that it can work the way that you describe in your post. That is also the plan that Howard Dean is supporting. I hope that all of the people who are sick of our sick system will support this and write their congress critters regularly to show their support. I think that we have to keep adding numbers to the supports and show congress the huge numbers of people who want this option. I really would like to see all those private insurance companies die.

35. Sanders is a good guy. However, I have a concern
about this proposal... Instead of being a national health care proposal it's more like Medicaid and leaves the coverages to the states. I don't think that's a great idea. I think the people in the US deserve provision of NATIONAL health care, single payer, similar to HR 676. Not 50 different plans! Gees!

I'm a health care provider and the multiplicity of plans I have to deal with is horrible and wasteful. One plan. One payer.
