I do remember him saying he was going to punish the pugs that voted with President Obama. So is this all part of his special double secret plan?

There have to be pugs who'd like to vote with Obama on some things. The pugs have kept them in line with threats of a primary challenge and denying support. I have a feeling this may stop the threats. If so, we may see more reasonable behavior from some of them.
