Congressional Procedures Experts - What Happens If House Passes Public Option and Senate Doesn't? |

Can Max Bachus still kill it in committee at that point? Or, does the reconciliation go to the full Senate barring a filibuster?

1. It goes to the reconciliation conference. |
|
The House and Senate appoint managers to attend the reconciliation conference.
The conference comes out with a reconciled bill.
Then it goes back to the full House and Senate, I think.
It can still be filibustered in the Senate, except:
For matters dealing solely with the budget and finance, the budget reconciliation rules can be used and there is no filibuster.

3. Hopefully by that time Obama will have given up on "bipartisanship" and will do whatever is needed. |

5. It goes to conference. Somebody wins, somebody loses. |

I would be interested in knowing if a bill passed through reconciliation is subjected to the "Byrd Rule" before or after conference.
