You can't tell where you're calling. A person with a 914 area code might vote in NJ; with a 251, in Wisconsin.

Seriously, the reaon they don't poll cell phone users is that there are no local cell phone directories. In the future, that will probably change, as more and more people go wireless for that primary phone.
For now, forget it. They're only polling technophobes with land lines who are lonely enough to answer the phone every time it rings.

I know telemarketers (for now) aren't allowed to call cell numbers, because the owner of the phone has to pay for the incoming call (or at least use up their allotted airtime). It's less of a problem than it used to be -- back when cell phones cost $1 a minute to use vs. thousands of minutes included with your basic plan -- but it's still considered an undue burden on the consumer.
