Notice a certain country right in the middle of the map, in which countries in red are where Al Queada is known to be operating at the time (November 2001):



Considering that Iraq is right in the middle of this map, I think I see the Shrubster's genius plan: he's turning iraq into the black hole of war, sucking in terrorists.
