that only 2/3 of 1% - ONE PERCENT - of insurance payouts are for medical malpractice.
The problem is that the insurance companies are gouging practitioners. Capping damage awards will solve NOTHING and hurt the injured in the process.

I got flamed for pointing out Edwards flubbed on this issue.
Edwards failed to mention decreasing awards and the majority of awards judges throw out.
Edwards also failed to mention the biggest issue, the connection between insurance premium increases and insurance company's investment losses.
Edwards also failed to point out that Cheney, while CEO of Halliburton, filed hundreds of frivolous lawsuits himself.
