How much power does the San Diego temporary mayor have? |

Since Toni Atkins is currently the Mayor Pro Tem, can she begin to implement her own policies which I think would probably parallel Donna Frye's. Or is she just a place holder until someone gets 51%?

But if she doesn't and it gets down to being a race between her and one other candidate for November, perhaps in that instance you could have Toni consult both Donna and the other candidate in the interim if long term decisions/actions need to be taken for business before November, to ensure that whoever winds up being mayor has some say in what eventually becomes policy later. It might also be helpful towards building bipartisan support too, if the policies initiated would need to be acceptable to all three of them. That would be a healthy process to have in place to regain the trust of San Diegans, especially if it was open to the public.

So as a matter of financial practicality there isn't much the temporary mayor can do. The problem this city has is no one wants to pay taxes to fund services but no one wants to cut services. Then you pile on shit bags like Murphy who try to buy off the public employees with lavish pension promises which we can't pay for and you have the city's finances crashing.
