The one which was not initiated by the guv and, for a while, appeared to have had a chance.
Still wish that 77 did pass - or that something like that will come in the future.
The districts are rigged, and "safe." I think that neutral districts - shaped as a square except when the border is a mountain range, a river or an ocean - should be the norm.
Better than term limits, IMO. Term limits has corrupted the election process, where candidates hope from one office to another and where, in some cases, party leader have to scrap the bottom of the barrel to find a candidate.

We are already doing that here in San Diego for a local prop on that.
In my mind, that will do far more to help us with the problems that 77 was supposed to address than 77 did/would have.
If we can't get a decent replacement for Cunningham or get clean elections passed here, I think I'm outa here (San Diego) in 2007! If it looks like we might have more luck passing it statewide, I might put more time to helping out that effort than the local one here in San Diego.
