In the most overtly political decision he's faced since taking office, Gov. Arnold Schwarzenegger has essentially two choices when it comes to naming a successor to fallen Secretary of State Kevin Shelley, political scientists and consultants said Saturday.
One is politically safe and bipartisan - the Republican governor can mollify Democrats by selecting someone of either major political party who's seen as a caretaker, with little ambition for higher office.
