Governor to test muscle in D.C. -- again
His promise to squeeze money from D.C. in doubt

Flanked by high school students in white chef's coats, Gov. Arnold Schwarzenegger highlighted his commitment to vocational training in a visit last week to a unique student-run restaurant at Mount Diablo High School in Concord.
At virtually the same moment in Washington, President Bush released his new budget, which proposes to slash federal vocational education grants by more than $1 billion nationwide -- costing California $129 million and affecting programs like the student restaurant in Concord.
During his campaign for governor, Schwarzenegger boasted that, if elected, he would flex his political muscle with his Republican allies in the White House and Congress to be the "Collectinator" -- reversing a nearly 20-year trend that has seen California send much more money to Washington in taxes than it gets back in services from the federal government.
But now, as Bush presents his second budget since Schwarzenegger's election, there is little proof the governor has done any better than his Democratic predecessor at squeezing dollars out of a tight-fisted federal government.
