The move clears the way for the July 26 special election to replace Mayor Dick Murphy, who will resign July 15 from the job that a judge declared was his 3½ months ago.
Murphy defeated Frye, the write-in candidate who lost to Murphy by 2,108 votes. Frye will run in the upcoming race.
The move ended an epic legal battle over a race that generated national headlines, split the city and weakened Murphy's standing. The court fight, combined with the city's massive financial ills, was enough to chase him from his second term."
