David Overby, the retired newspaper editor who proposed a revamp of the nation’s tax code and a reduction in U.S. armed forces to pre-World War II levels, said Wednesday that he is dropping out of the race for Congress in Iowa’s 1st District.
Overby, who lives in Peosta, said his campaign isn’t breaking through and he decided to end it because of worries the crowded race for the Democratic nomination would go to a special convention if the primary winner didn’t get enough votes to win outright.

Overby, who was an editor in Charles City, Iowa, might have been the most provocative of the candidates in the race. He published a 48-page manifesto called “The Little Green Book” that set out ideas for revamping the tax code, eliminating property taxes and income-tax exemptions, nationalizing railroad beds and cutting troop levels.
