If you are under 18, but will be 18 by the general election are you allowed to participate in the caucuses?

3. You may participate and run for election for party offices |

or for a delegate to next level. The same is true for those who may not be citizens as of Tuesday, but will be on or before election day.
People who are at least 16 and others who will not be eligible to vote this year may participate in debate but they may not vote on resolutions and may not run for party offices or for delegate slots.

or something like that. It made me think of the hordes who went to Florida to pound on the doors during the recount in 2000. How many of those in the hordes were actually from Florida?? hmmm....
