The Original GOP chapter decertified over sex scandal.

The Original GOP chapter decertified over sex scandal.
The sorted sexual escapades within America's Oldest local GOP chapter.

The GOP began in 1854 in Ripon, WI. At that time, the town of Ripon was within Brown County, and Green Bay, it's county seat. As the state grew, and more counties were added, Brown County shrunk, in size, but Green Bay remained it's seat, and the local GOP chapter had an unbroken,155 year history of political activity.

They elected a few moderate people, but also elected someone, considered by most as the worst politican in American history. A man so filled with contempt for American diversity. Whose personal ambition placed the nation in great danger, and it's citizens on blacklists....Yes, I am talking about Joe McCarthy.
We still see that blind personal ambition, and carelessness today, in that oldest of Republican chapters.
The deviant behavior of it's recent Chairman, took that history and the local chapter and tossed in yet another Republican sex scandal.

I'll let you follow this case, in chronological order of how one man's sexual abuse of a young boy, residing in a troubled teen home- located across the street from the former Chairman's home.... was hidden, for over a year;
and how the Wisconsin Republican Party , and possibly the Green Bay Police and Brown County District Attorney, looked the other way, until they could no longer...thanks to one dedicated and thorough blogger, who kept finding the facts, the paper trail, and alerted the media.
Once the story was broadcast and published, on TV and the local newspapers, it became a major story.
A story of another Republican caught in the sexual abuse of children.
From Congressman Mark Foley's Congressional Page scandal, to the South Dakota state Representative, who adopted young girls- for the purpose of abusing the dozen or so, foster children under his care, to the adultery and shame of Sens. Larry Craig and David Vitter....Northeast Wisconsin has seen the worst behaviors from the Republican party officials, and their local elected officials.
As the story unfolded, Donald Fleischman, the former local party Chairman's scandal, resulted in a sketchy resignation, and the decertification and disbanding of that oldest Republican chapter.

Brown County Republican Party chair faces sex charges
Fleischman's attorney denies allegations
The chairman of the Republican Party in Brown County faces criminal charges for allegedly fondling a 16-year-old Ethan House runaway and providing the boy with beer and marijuana late last year.
Donald Fleischman, 37, of Allouez, was charged last month with two counts of child enticement, two counts of contributing to the delinquency of a child and a single charge of exposing himself to a child.
He was summoned to Brown County court for his initial appearance on Sept. 28. He is free having posted a signature bond as his promise to return to court.
Fleischman's lawyer, Jeff Jazgar, said he plans to confront the charges at the preliminary hearing set for Oct. 29. He declined to discuss specifics of the allegations.
"My client is innocent of the charges," Jazgar said Friday. "Our plan is to get some witnesses to testify and present enough information to dismiss the case.
Efforts to reach Fleischman were unsuccessful Friday.
Green Bay police went to Fleischman's Goodell Street home Nov. 19, 2006, looking for two runaways from Ethan House, a juvenile facility on nearby Emilie Street, according to the criminal complaint filed Sept. 7.
Fleischman opened the door and allowed officers inside where they found a 16-year-old boy hiding on the floor of a walk-in closet wearing only underwear and a T-shirt, the complaint said.
Officers found a black, purple and blue-swirled glass pipe in the living room, which tested positive for marijuana residue, the complaint said.
Police returned to Fleischman's home on Dec. 8, 2006, and found the boy there again. He had been a runaway from Ethan House for eight days.
The teen, now 17, told authorities Fleischman took him to a hotel in Appleton during that time and then to a cabin near Florence for several days before returning to Fleischman's Allouez home. The boy said Fleischman provided him with beer and marijuana, the complaint said.
The boy told police that when he would go to bed, Fleischman would fondle him and that on one occasion he awoke to find Fleischman at the foot of his bed masturbating.
Detectives obtained the boy's drug tests from the days around the time he spent with Fleischman, and three samples from late November and early December 2006, tested positive for marijuana."


Not until October of 2007, almost a full year later, after gaining the evidence and finally acting on the allegations, Fleischman was arrested. Even the drug and drug parephenalia cahrges were delayed for almost a year. Why the simple possession was not formally acted up, by the GB POlice or the DA, is anyone's guess...but party loyalty is suspected, as both the Police Chief and the Da had strong Republican ties.
Fleischman has resigned his post with the Brown County Republicans, said Kirsten Kukowski, communications director for the Republican Party of Wisconsin.
Efforts to confirm Fleischman's resignation with local leadership were unsuccessful Friday. The party was decertified in early November of 2007, just after the entire staff resigned. The staff simply disappeared, after Fleischman's initial appearance in court.
After decertification, the local offices were still maintained, and rents paid, and phone in service....but no staff existed. How rent can be paid by a local organization, that does not exist....is a mystery, and the state party refuses to discuss those aspects of the case.
If convicted on both felonies and all three misdemeanors, Fleischman faces 52 years in prison.

Forward to Nov. 14th, just after Fleischman was indicted:
"Reince Priebus, state chairman of the Republican Party of Wisconsin, said the Brown County group has been decertified by the state, but not because of the recent legal troubles of its former chairman, Donald Fleischman of Allouez.
Fleischman resigned in September after charges of child enticement were brought against him in Brown County Circuit Court; they have since been dropped.
Priebus called the reorganization “tangential” to Fleischman’s predicament.
Fleischman’s resignation created two vacancies in the party’s officer corps. Holly Arnold, the first vice-chair, did not want the top spot, and the second vice-chair position already was vacant, Priebus said.
That meant the party didn’t have enough officers to call a caucus to elect new officers, Priebus said. At Arnold’s request, the state GOP decertified the county party on Nov. 13."
So, the party line is that the sex scandal, was not an reason for the mass resignation of the entire staff...but that mass resignation of the staff was the cause of de-certification.
So ended the oldest Republican party chapter in America....the staff simply walked out, and could not hold a quorum.
To accept such a rediculous claim, further shows the disrespect of Fleischman, his lawyer and his party toward the seemingly chronic abuse of children.
Too many of these scandals, have occurred...to ALL be isolated incidents. Folks, what we have here is a trend. A trend of denial, and of cover-up and shameless behaviors.
We cannot tolerate any victim, being blamed..
We must become intolerant, of conservative media that does, just that.
This is not what any Founding Father had in mind for those wanting and willing, to serve the nation.
The Founding Fathers were clear in the moral purposes, for all officials...to promote and preserve the Common Good.
There is nothing common or good, in such behaviors...especially of those who sat quietly by in Allouez's offices, refuse to say anything, before, during or after these facts became known.
There was nothing common or good, from the police and prosecutors, who intentionally delayed the arrest and prosecution of Fleischman, for over a year.
Political embarassment, from the public shame this scandal bought, is justified and this election cycle must remove those, who had the authority to act...but chose not to.
In March of this year, using a predictable Republican ploy of blaming the victim, Fleischman got his case tossed out...as the minor victim, who had moved to another part of the state, with his family, and could not make the court date; because he was still in highschool. Fleischman's attorney jumped at this, and forced a misstrial.
His attorney claimed vindication on as many media outlets as possible, after forcing the judge to dismiss the case. The public was not impressed, with this legal dodgeball, and theu put significant pressure on the District Attorney to re-file the charges, which he did.
One month later, in April, the charges were fully reinstated by the court, after contacting the victim. Fleischman successfully petitioned the court, to have the court date changed, so it would land on a school day, instead of during the spring break period, as originally scheduled. Something that would be convienent for a kid in high school, and his parents to accomodate.
Fleischman and his attorney were having none of that.
Fleischman got what the court date he wanted. The victim did not show up for court. and again, tried to have a mistrial. The judge refused, but was placed in a the inescapable postion of having to issue an arrest warrant for the victim, for his appearance in court.
Until that point, the victim's identity was protected. He was aftaer, all, a minor victim of a very serious crime.
His name was splashed across, newspapers and TV. The state conservative blogoshphere was at it's most cruel, in attacking this victim with vile personal smears, attacking his family, making false claims as to reasons for his being in a youth shelter, in the first place, along with the teen shelter for letting the crime happen.
Forward to May 8, 2008.
After getting the minor's name into the public court record, using this warrant stunt, and probably relishing in the public embarassment of the victim, Fleischman found out that his tactic was not well received in the community. Fleischman's life unraveled like Joe McCarthy's after Edward R Murrow got done with him on national TV.
He was evicted from his apartment, fired from his job as an insurance agent, and thrown under the bus, by his now 'unloyal' Republican friends.
"Close Personal Firends", which included John Gard, Mark Green, Karl Van Roy and every other local elected Republican who owed, their elections to office, from Fleischman's fundraising ability in role as party Chairman.
According to public court records; He lost his car to a title loan company, his credit card company sued for a $123 late payment...which brought up his past court records for issue worthless checks in 1995.
Much to the credit of the victim, who is demanding justice....and knowing the media abuse he would endure....the young man testified appeared in court and told the truth of his ordeal.
This courageous young man, was hauled up to Green Bay in a police car, probably in handcuffs, and kept under armed guard during his testimony.
The judge, probably angered to some degree over the, manipulation of his court, demanded the DA and police produce the evidence. Whether reluctant to do so, or resigned to the fact that they had created a major fiasco themselves..the court decided it was evidence enough; and Fleischman was formally charged with two felonies and four misdemeanors. The court ordered Fleischmanand to keep in contact, with both the Clerk of Courts and the District Attroney's office as to his wherabouts, his residence and phone number.
Flieschman, whose legal shell game had finally run out, was now faced with something many Republicans rearely do these day. Reality.
Fleischman was released with the previous bail of $20,000, and if convicted faces up to 52 years in a federal prison.
On June 26th, 2008, Fleischman faced his arraignment and the evidence against him.
The victim, was enjoying his summer vacation with his family, and did not have to appear at Fleischman's formal arraignment.
Fleischman's attorney requested an approval for a delay in a trial date, for time to prepare a defense. The date requested was not granted, which happened to be after the November election.
Just before the September primary, and during the Republican National Convention, on Sept, 3, 2008 at 8:15 AM, Donald J Fleischman will face a jury of his peers.
I can only guess that the judge chose this date for one reason.
It will occur on the third day the Republican National Convention, and when we watch the images of the historic little white building in Ripon, WI....we see this story told....of how the nation's oldest, and quite successfull, Republican party ended, after 155 years, ....in complete disgrace.
I have a hard time grasping the concept, of not respecting a 155 year tradition for dedicated and successful organization.
This may sound like the end of my story...but it has an even more twisted ending.
A distrubing event took place on April 31st, when the state of Wisconsin received the official finance reportings from our local parties.
The Republican Party of Brown County, filed it's finance reports, which includes some major donations taken in, after Fleischman's arrest and resignation..and decertification by the state.
You heard me right, donations to an organization that legally, no longer exists.
Now, here's the twist.
On that legal document dated Jan 30, 2008..which has this official and very legal sounding title:

WISCONSIN ELECTION CAMPAIGN FUND of the
REPUBLICAN PARTY OF BROWN COUNTY
Report: January Continuing, 2008 SUMMARY OF RECEIPTS.
At the bottom of this document, is a signature. of one Donald J. Fleischman.
How do I know all this information, and why do I tell you about it?
I am the person, who discovered this information online, through our state's open records laws, and reported it to the media.
I had found a criminal, and it was not just another Republican.
I was not just offended, as I am when anyone commits a crime against a child, much less a political leader.
It was local. It was in my town. It happened on one of the streets, in one of the houses, I rode my bicycle by, as a child...on my way to school. I had friends that lived on that block, when I was a child. It was personal....this jerk invaded MY SPACE, where I grew up! I was angry when I discovered this...and when Fleischman began his legal tricks in court...that was it. I went into search & destroy mode.
I was going to open a hornets nest on Flesichman, and I knew how.
This story, and the links to the documents was sent to 87 newspapers, 37 television stations, 214 radio stations, along with getting an unexpected prime spot on two of the most popular political blog websites, the Daily Kos and the Huffington Post, It also found legs, at the Washington Post forums and, every Republican's favorite...The NY Times.
It was the one of the top news story, statewide, the day after I sent my mass media email. I guess the media saw took notice of the hundreds of news stations that had received it, and knew that at least a few of them would using it for a 'breaking news' claim.
I knew the media loved to one-up each other, but didn't expect it to get as much coverage as it did. The local TV news has covered every court proceeding since, as has the states newspapers.

We have no idea how many more kids, were also abused, by Fleischman from that teen home. We can only hope that, if there are other victims, and Fleischman's Republican friends with a conscience, that they do come forward, for this trial, and provide the additional truths.

It's what the Founding Fathers expected of all of us, to promote, preserve and protect ..that common good.


I only hope that everyone learns, from my experience, that there are ways to stop such abusive persons, there are facts out there, and that those facts can put the pieces together..if you only take the time to look.

This may be a bloggers elections, but I hope, my actions have opened a whole new way of providing the justice for the most vulnerable of victims.
Our Children.
Whether they be missing infants, or a troubled teen who only sought refuge and help at a sanctuary home. A home intentionally targeted by a pedophile, in a position of trust, who found an opportunity. That opportunity was an empty apartment across the street.
I am proud of what I've done, Fleischman deserved to be exposed and publically shamed. It did not take any great effort, or sacrifice, on my part.

But I am prouder of the young victim who, not only endured the abuses he suffered, and in the face of a vile legal abuse, which ended his identity protection, chose to stand up for justice and testify against Donald J. Flieschman.

This case is a perfect example of why the rule of law is so vital to our common good.
This young victim's demand for justice, is the perfect example of why we are a united nation under the rule of law.

I am also proud that this case, resulted in the destruction of the Brown County Republican Party, and hope that this crime, is used in this election to place in question, the ethical conduct of those who relied on Donald Fleischman for a party media face and statement.

I also hope that Republican donors, from our area, are reminded of this man...the man they gladly wrote checks for, and whose hand they shook, and whose children they proudly introduced to Donald Fleischman.

I am glad the media chose to run this story, and the public anger has others looking at their own local Republican parties, with a suspicious eye.

The trail begins in Green Bay, WI...the home county where the GOP began, on Sept. 3, 2008...smack dab in the middle of the GOP Convention.

I hope the media picks up on this story. The Original GOP chapter in shambles, and the trial on day 3 of the convention.
