I'm in Australia and can't get in touch with family there-the phones have been out every time I've called.

The storm didn't hit Texas.
The phone lines may be tied up because most of the NO survivors are going to Texas.

I'm in Corpus Christi, so I don't know for sure. Katrina hit land just east of New Orleans, so Port Arthur would have been on the "clean" side. However, I wouldn't be surprised if they've had a population surge that could be overtaxing the phone system. Texas has received about 250,000 evacuees since the storm and subsequent levee failure. A whole lot of people also left before the storm, and the projected storm track would have made just over the Texas border a logical place to go.

I received email from family there today. They're inundated with new people, though, so that's doubtless one of the reasons for the communications problems.
