I used to live in his district and... yeah. The guy is a fruit-cake who keeps getting elected because he runs as a Republican in an area the Democratic Party doesn't put any effort into trying to win.
He's been running against FEMA for a while though. He was even campaigning against FEMA back in 1999 when it was being run by competent directors and his own district was suffering badly because a drought-plagued region was hit by a sudden flood of the Guadalupe River.
Can you say mudslides?
