SOS: Hurricane Ike Voting procedures
http://www.sos.state.tx.us/elections/forms/hurricane-info-flyer.pdf

Registered voters displaced by Hurricane Ike have specific options for voting in the upcoming General Election:

If you are able to return to your home county, you will most likely vote as usual. However, you should contact your countys elections office to determine your polling location, as it may have changed since the last time you voted.

Early voting in person begins on Monday, October 20 and ends on Friday, October 31. Again, check with your county for early voting locations and times.

If you will be away from your county of residence on Election Day, you may apply for a ballot by mail from your home county.

The application for a mail-in ballot must be received by the Early Voting Clerk in your home county no later than Tuesday, October 28. On the application, you will need to indicate that you will be away during early voting and on Election Day. You will also need to provide a mailing address which is outside of your home county for the ballot to be sent to.

Important: If you apply to vote by mail and end up returning to your home county before Election Day, you must cancel your mail-in ballot in order to vote in person. You may do so in writing, or by bringing your mail-in ballot with you to the polling location. If you do not cancel your mail-in ballot, you will be required to cast a provisional ballot at the polls. Provisional ballots are counted after the voters eligibility is verified and it is determined that the voters marked mail-in ballot has not been returned to the early voting clerks office.

For voting questions, contact the Office of the Texas Secretary of State: 1-800-252-VOTE (8683) ~ www.VOTEXAS.org
