Is there anyone in Horizon City / El Paso County - I need research help for pay

Is there anyone in Horizon City / El Paso County - I need research help for pay
I have been asked by a friend who lives in Germany, and I live in NC, to help him determine what's up with 6 pieces of land he bought in Horizon City 20 years ago.
I have plat numbers and other directions. I would need someone close by to look into this for me. Maybe some one has a good local realtor and could give me a name. Maybe some one knows a local Real Estate Attorney and could give me that name. Or maybe some one is nearby and is willing to drive there and look.
I would pay your expenses and time within reason. Please answer ! I need to stay here and work for Obama, I don't have enough money or the time to fly to Texas right now

1. Horizon City
I live in HC and my wife is a realtor. Most of these plots are just sitting there, but the town has grown somewhat in the last 20 years, so maybe....A lot of people own land here and pretty much all they are doing is collecting taxes. I can go check out the lots if you like, however let me give you a contact that might be even more helpful:

3. WOW - I can't believe I found an answer. I was so ready to give up looking
for a response. How did you find this, and bothered to write and make it your FIRST Post! Welcome to DU.

I was just researching where I live to see if anything interesting was going on for the future of Horizon and stumbled on your post. There are literally hundreds of requests like yours, due to a huge amount of land sales in the 70's. The develop plans got abandodned when Texas changed its colonias laws and most people got left holding these small lots that to be honest are not worth much now. Some have gone up in value if they were closer to the town center, but there are some that are literally sitting in the middle of nowhere. If you google earth Horizon City and zoom out you will see all these phantom "roads" that look like there is development, but have actually been that way for decades. I hope the HCIA was able to help. I know they have been doing construction on their street and I don't know if their offices closed or not. If you need any more help I will try to check this forum more often (sorry!) Hopefully some Of President Obama's infrastructure plan will include park and rec development like the Depression era works program did. This area could certainly use the recreation and the jobs that go along with it...here's hoping!
