The article simply says "a landmark climate change bill". I think this might be the same bill Ginny posted on her thread Alert from
Texas Climate Emergency Campaign which I totally support. We need to move forward to the future and start building green jobs. Fossil fuels and their related pollution and health hazards are on their way out.

His critique of Washington regulations has traditionally played well with Republican primary voters, and might be Mr. Perry's strongest strategy for fending off the challenge from Ms. Hutchison, a three-term U.S. Senator, to win an unprecedented third term.
Ms. Hutchison, however, also stands against a carbon cap-and-trade system. "A cap and trade approach to address climate change is onerous and misguided, and it will raise energy prices for consumers and adversely impact workers and small businesses during a time of economic hardship," she said Tuesday in a statement.
