Appleton, WI says "NO MORE" to Federal Signal (Leach Company)

My Step Dad is losing his job at Leach Corp. in Oshkosh,WI in March. His job and 190 others are being shipped to Canada. So My Mom and Step Dad contacted a city councilmen who made a proposal for the City of Appleton, WI (pop. 72,000) to Boycott all future purchases of Products from Federal Signal Corp. who owns Leach Company. The Council approved the measure 9-5. The City council has made a great step in telling companies that they will pay the price for outsourcing.

My Step Father (Dave Yeater) is quoting in this article from the July, 22 Appleton Post Crescent.

APPLETON — The Common Council on Wednesday approved a ban on purchasing equipment from Oshkosh-based Leach Manufacturing Co.

The council on a 9-5 vote agreed with Ald. Walter Kalata’s resolution to embargo future purchases from Leach as well as its parent company, Federal Signal Corp. of Illinois.

Leach announced last month tentative plans to eliminate 190 manufacturing jobs in Oshkosh and move the work to a plant in Canada.

The city has some Leach refuse trucks and other equipment and uses Federal Signal traffic signals at city intersections.

“Personally, the vote is a great victory. This should happen in a lot of towns,” said Dave Yeater of Appleton, a Leach employee for 20 years and one of those workers whose job is facing elimination. “These companies are selling us out. This is getting insane.”

1. Wasn't there an appeal
by the Kerry campaign for stories about how the bush administration's policies have affected you and/or your family directly???

3. OK, I had no idea
It is very hard to tell in the Post Crescent's Articles where a Paragraph stats and stops. Also if you look at the bottom of the page I did put the link to the article.

Could you please Link me or PM me the rules you speak off so I have a better understanding of them
