Can anyone explain the parking rules in Milwaukee?

Can anyone explain the parking rules in Milwaukee?
OK. I am college educated. I consider myself intelligent. I've done my own taxes, even with small-business income. I know my way around legalese and its bank-document equivalent.

But what the hell is up with the Milwaukee parking regulations? These are words in English, right?

I'm looking at apartments there. Actually, I've got a very promising lead, and barring a feces-fan collision, I'll have something in writing tomorrow. But it's got street parking only.

Both sides of the street are two hour parking, 7-7. One side of the street is additionally a "don't park here if there are 2 inches of snow" zone (but NOT a snow-emergency tow-away zone). The landlord explained to me that, during the winter, even-odd parking is in effect; HOWEVER, on 2-inch-snow days, we can park on the non-restricted side of the street, regardless of date. So far, so good.

I know I will have to buy a night parking permit. This much, I get.
But..the dwelling was built prior to 1970 and provides no parking to speak of, for either unit, so I think I am also eligible for a non-conforming-use permit, so I don't have to move my car every two hours on a sick day or something.

Am I even close to right?

Hi Eyesroll. You might just want to call the police station that serves your area. They know where and what they ticket. Also, you would buy your permit(s) from them and they can describe to you what they would and wouldn't allow.

I parked near where you are referring to, in front of St. Mary's Hospital where it does, in fact, say "No Parking". HOWEVER, at the base of the NP sign, there was a stretch of yellow. Then the yellow stopped. So, being the college-educated gal like you, I parked there, in the non-yellow space. Well, having done it maybe 20 times, I finally got a ticket. I did end up taking it to court because I felt that I could make a case for myself. (What did the yellow mean in that case? If it is there, and then it stops, doesn't that at least imply that you can park there?) The lawyer downtown was nuts, but I didn't have to pay more than I already had just to stop the ticket costs from mounting.
