unfortunately it also brings great sorrow to my heart that (now twice) we voters were denied our constituional guarantee of one person-one vote and our state was 'frauded' into the awol catagory

I am not saying that DUers in red states didn't try hard to get people to vote for Kerry, I am just saying that it was good to know that every little bit helped and we should all be proud of that.

That doesn't mean we're not susceptible to fraud, either. And with the election as close as it was, we can't get too comfortable!

I emailed some members of the State Elections Board last week, and I got a nice reply from Richard Rasmussen. Here's his reply (see my original email below).

What's our next steps? Do we pursue our municipal officials, our state legislators, or the S.E.B.? Do we go to the media for answers, or get more details before blasting it? I'm not giving up hope for 2004, but I'd also like to see us ride some of this news about BBV and use that to drive change (or preemptive restrictions) against BBVs!

In Wisconsin election administration and voting equipment are handled at the
municipal level. For specific answers to your questions you should contact
the county or municipal clerks.

Regarding NASED; NASED does not certify voting equipment or test reports.
NASED contracts with independent testing authorities (ITAs) to qualify
voting systems to the federal standards developed by the Federal Election
Commission. These standards are voluntary. Prior to NASED involvement
there were no uniform standards that a state or local election administrator
could look to for direction when purchasing voting equipment. The security
of the U.S. electoral system rests on the election administrators who
purchase the voting equipment and implement it as part of the local election
system.

Under the Help America Vote Act, the qualification and selection of ITAs
will be handled by the National Institute of Standards and Technology. The
development and updating of the voting systems standards will be done by the
U.S. Election Assistance Commission.

The security of voting systems will continue to be a product of the amount
of funding that state and local governments are willing and able to spend.

I just read a very disturbing report concerning NASED and electronic
voting systems on BlackBoxVoting.org (http://www.blackboxvoting.org/) -
(a non-partisan, non-profit website). This report claims that NASED
certified voting systems based on the recommendations of an "Independent
Testing Authority" (ITA), but that ITA did not perform any kind of
security testing to ensure the vote count was secure from tampering!
One particularly alarming section from the report reads:

Ciber ?tested? whether ballots comply with local regulations, but when
Bev Harris asked Shawn Southworth what he thinks about Diebold
tabulators accepting large numbers of ?minus? votes, he said he didn?t
mention that in his report because ?the vendors don?t like him to put
anything negative? in his report. After all, he said, he is paid by the
vendors.

This is very concerning! As we all know, Wisconsin was very close in the
Presidential and other elections, and it is critical that all of our
state's votes be counted and reported accurately.

To that end, I would like some additional information concerning the
2004 elections:

1. What voting machines & vote tabulators were used in Wisconsin?
(specific models + software versions, if applicable)

2. What was the process of certification for these machines? Could they
have had the same lax (or non-existent) security testing that Bev Harris
reports? What documentation is available for the certification tests &
results?

3. What processes are in place to check electronic results? For example,
are random samples of ballots hand-counted and verified against the
electronic results?

I appreciate all of the information that you can provide! Thank you.

Sometimes I really hate living up here in the sticks.

But I can say that every single district in Menomonie voted overwhelmingly for Kerry.

As did our county as a whole.

We worked hard over in Eau Claire county as well.

This place constantly surprises me.

25. I do, I voted for my first
Democrat for president in 04, (I am a recovering Republican) I can no longer stomach the GOP attitude of "I got mine, so fu*& you". The loss of manufacturing jobs will hurt my sons chances for a job (he is training for automated machinist).
