The personal tax cuts that served as the centrepiece of last November's mini-budget were an immediate flop with Canadians in focus groups conducted for Ottawa the day of the announcement.
“The tax measures revealed in the speech did not resonate very well with most respondents,” said a report prepared for the federal Finance Department and obtained by The Globe and Mail.
The personal tax cuts elicited a “less than positive reaction” with focus groups conducted in three major Canadian cities on Nov. 14, the day the former Liberal government unveiled its economic update.
By comparison, the centrepiece of the new Tory government's winning election platform was a pledge to reduce the 7-per-cent goods and services tax.
