Liberals offer opposition three days
Wheeling and dealing continues as hour approaches for vote that could topple government

Ottawa - The Liberal government appears resigned to losing a vote this evening that the opposition says is a matter of non-confidence that should trigger an election.
But Liberals say it's not a crucial vote, and at least two cabinet ministers won't be there.
Justice Minister Irwin Cotler will be in Montreal for a family funeral and Natural Resources Minister John Efford is in Newfoundland for medical treatment, Liberal sources said.
The Opposition Conservatives immediately dismissed the absences as another Liberal ploy.
