Why was Arizona's 04 turnout so much lower than Colorado?

Arizona has 10 electoral votes...Colorado 9...yet almost 100,000 plus fewer voters in Arizona than Colorado.

1. Arizona may be one of the most stollen (vote padding)

Look at this picture from esri.com

Look at how the counties from NM and AZ raise exactly the same amount for RED. It is parralleled no where else in the US.
