Blackwell Lockdown and More Suspicious Activity in Greene County Ohio
Edited on Sat Dec-11-04 02:56 PM by dzika
I thought that this story deserved a new thread.

A story was posted this morning that said Blackwell had ordered the lockdown of Board of Election (BOE) records in Greene County Ohio.

Here is the original posting from "Twist_U_Up"
http://fairnessbybeckerman.blogspot.com/2004/12/blackwell-locks-out-recount-volunteers.html

Subject: Blackwell Locks Down Ohio Voting Records Breaking news, more to come. This afternoon, two election volunteers working with the Ohio recount were denied further access to public voting records in Greene County Ohio. At the Greene County Board of Elections in Xenia, two California women working with the recount coalition (CASE and the Green party) were copying public records and requesting access to other voting records, per Ohio statute. The Board was told by Secretary of State Blackwell's office to deny any further access to voting records, a clear violation of statute. Apparently, the quote was: "These records are no longer public. There is a lockdown on all Ohio voting records." Ohio is no longer the Ukraine. Ohio is now Soviet bloc and Blackwell has made his office the Politburo

MORE NEWS FROM GREENE COUNTY OHIO:

I just spoke to Katrina Sumner who's cell phone is listed at the end of this story:
http://fairnessbybeckerman.blogspot.com/2004/12/ohio-election-investigation-thwarted.html

Katrina is at the Greene County BOE in Ohio right now. She said they got their early this morning to begin canvasing.

They noticed a light on in the building that was not on last night. They checked the door and the BOE in Greene County and it was unlocked. She suspects that it had been unlocked all night!

This would mean that the Voting Records that Mr. Blackwell "locked down" were available for anyone who decided to walk into the building during the night, according to Katrina.

She has sent the earlier story to her media contacts but this new information has not been reported because they are waiting on law enforcement and lawyers.

Stay tuned... it sounds like we will be hearing more soon.

129. A little LATE for that
Unfortunately they have had over a month to mess around with these records. Where are the pro-democracy citizens and organizations of Ohio in all of this? It is frustrating as hell to be 500-1000-1500 miles away and find out no one is minding the store there...

11. Will anything less than a revote be acceptable?
If doors are left open, and records can be stolen before they can be examined, how is it possible the the General Election in Ohio can stand?

Mr. Blackwell hasn't stonewalled with the finesse that Ms. Harris managed. Perhaps he hasn't had as many helps as she did.

21. This would seem to strengthen Arnebeck's suit
This is just speculation, but Blackwell's actions seem extremely unreasoned. Do you think he's sort of a loose cannon, and did this on his own? This type of thing would seem to only strenghten Cliff Arnebeck's case that there was widespread election fraud. I only hope the repukes are pulling their hair out over this stunt.

13. They had evidence of fraud "in their hands"
I spoke to Katrina again.

She says that there *IS* fraud in Greene County and they had the evidence in their hands yesterday before Blackwell ordered the records to be locked down.

If they had been allowed to make photo copies, we would be in "in a lot better shape", says Katrina.

Expect another update later this afternoon.

16. digital cameras and hand scanners
We need to hook up the Ohio teams with small digital cameras so they can at least take pictures of the pages they are viewing. Using a high pixel digital camera would allow for the document to be enlarged for better viewing at a later date and then compaired to the documents that are eventually turned over. Just my thought...

183. thank you to those who so warmly welcomed me
I have been lingering for months now. I tried to register to post pre election but had trouble with getting the confirmation email, most likely due to AOL spam controls or something similarly stupid.

In any event now here I am!

I have an Olympus 2020z that I will donate towards this in the moment documentation if anyone knows who it is that would be appropriate to take such a donation/idea to. The 2020z is a mere 2 mega pixel camera but I have found it actually does a better job of taking usable pictures of black and white documents than my E-20, a maxed out 5 pixel Olympus that I use professionally.

Pictures of papers work GREAT if one turns off the flash (the glare often makes the text unreadable) and uses macro mode...

Anyways, it is nice to be here and thanks again for the welcome!

She refused to add in votes that were counted before her recount deadline, after she SAID she would, because she had already "certified" the votes. Look what SCOTUS got away with. This cannot go on much longer or there will be riots.

25. How about Photos of pages with a Digi Camera?
I wonder if it were possible to copy the books by using a small Digital Camera? I used my older 2mpixel camera with a macro mode to take photos of documents for storage and it is much faster than a scanner and very readable.

Probably some prohibition against it, but then only if they catch you.

37. Yes. Small, feature-less, 2 Mpixel cameras
The expensive ones have hundreds of settings that can be set wrong and result in no pix.

Just $49.00 "door-buster" point-and shoot cheapies from Costco would be plenty good!

57. Interesting...
However, the correct statement may be that there WAS fraud in Greene County. Who knows how much has been "stolen" since they left the building open? I just hope they don't get away with this.

We need to start expecting the worse from repukes and preparing accordingly. However, who would have thought that Blackwell would lose his mind and boldly jeopardize his job and freedom? And who would have thought that they would leave the building open for "someone" to come and clean up the fraud? Maybe we need our own Private Investigators to keep a watch on things.

The FBI and CIA appear to be looking the other way.

The DU media blaster is great for finding some of them. Call them if you can--there's a newstip number on most websites. This is a hot news tip. And it's going to get even hotter.

75. I'm not sure about the timeline
with regard to law enforcement.

Katrina seemed more concerned about waiting for the lawyers before publicizing this part of the story. Maybe there is nothing to it but an unlocked BOE that had its' records locked the day before is very strange. It's hard for me to imagine that a BOE employee would just leave the door unlocked especially after the unusual act of blocking access to the records.

You're right. Something doesn't add up. I do think Katrina is just telling it like she sees it. She and Joan aren't making this story up.

Katrina said she would send out an email late this afternoon. Hopefully, the details will be included.

Joan. I believe she is sincere. We had a pleasant rambling conversation. Could this be a red herring or plant/diversion? Yes. I doubt it, but if it is, I believe that she not is behind it.

Things we spoke about:

They are currently still camped out staking out the BOE building. They got there around 11AM and found the building open and unoccupied. Response by police was not timely (she didn't time them guessed 15 mins to an hour).

A BOE person showed up, they were able to walk through the building making observations.

Apparently, During last week, they were looking into a high % of no shows from Central State U. They were researching names to canvas on campus to ask why they didn't vote.

The University Provost was initially helpful or at least unobstructive in their contacting students.

I am starting a new thread: US National Radio Media Blast request to ask for Central State students that attempted to vote to send an email to ohvotefraud@yahoo.com

They know there was fraud, they just don't think it matters because Kerry conceded.

Tell them we need for them to issue a strong statement to the international and US press.
Tell them:

1) The issue is not over because Kerry conceded; we, the citizens of the US, have a right for the world to know that our election was fraudulent.

2) The Bush administration is stonewalling our efforts to get at the truth.

Beg them!!!!

Remember Ollie North shredded documents, ...
and saved Ronnie Raygun and Bushitler Sr. from impeachment and the slammer ?

Remember also, they GOT AWAY wih Iran-Contra.

Even Nazi North's felony conviction was overturned, and the Repigs had the gall to field him as candidate for the US Senate afterwards.

This time THEY NEED TO BE PUT DOWN, SO THEY WILL STAY DOWN !!

they can keep the scandal local to the State of Ohio. Blackwell and cohorts did not finnesse the election tampering well enough and they got caught.

Blackwell will become the sacrificial lamb offered up by the Powers That Be.

174. I have written these people and more already today
I picked up all the Greene county government officials. Then I went to the newspapers in OH and the college papers.

LETTER TO THE EDITOR

Many people from outside OH are not in your state in order to recount the vote. The permission to do this was legally obtained. We are being blockaded at every point by Secretary of State, J. Kenneth Blackwell. He is illegally removing public records from certified recount individuals. This morning, in Greene county. retired attorney Joan Quinn and a retired board of elections official from California went to the Greene county BOE-----to find that the door was left unlocked and the voting records were unprotected.

Mr. Blackwell and others who maintain the voting records can be be impeached while in office if misdemeanors are committed.

Please support the scrupulous recounting of the vote in OH. There have been many problems in your state."

END OF LETTER TO THE EDITOR

This is what I have sent to your state's officials and one associated matters re: impeachment re: misdemeanors:

According to this site, an official can be impeached if he/she commits a misdeameanor while in office.

Misdemeanor in office
FL, KY, ME, NB, NJ, OH

Misdemeanor in office
(Ohio Rev. Code Ann. , Art. 2 §§ 23 and 24)xii
xii “Misdemeanor” is probably used in this section in the generic sense of “misdeed. ” (Editor’s Comment)

LETTER I SENT OUT TO YOUR OFFICIALS

Marsha V. Hammond, PhD: Licensed Psychologist
e mail: hammondmv@netzero.com

December 11, 2004

Hello:

The citizens of the US----who are necessarily tethered to the OH count-----as related to simply obtaining a correct and scrupulously counted vote------are being illegally blocked from overviewing the OH vote. We wish we didn't have to bother you; however, that is not possible and we need immediate access to public voting records.

This is what took place yesterday, Friday: (see this URL for verification: http://fairnessbybeckerman.blogspot.com/2004/12/blackwell-locks-out-recount-volunteers.html

Dayton, Ohio Friday December 10, 2004

On Friday December 10 two certified volunteers for the Ohio Recount team assigned to Greene County were in process recording voting information from minority precincts in Greene County, and were stopped mid-count by a surprise order from Secretary of State Blackwell’s office. The Director Board of Elections stated that “all voter records for the state of Ohio were “locked-down,” and now they are not considered public records.”

The volunteers were working with voter printouts received directly from Carole Garman, Director, Greene County Board of Elections. Joan Quinn and Eve Roberson, retired attorney and election official respectively, were hand-copying voter discrepancies from precinct voting books on behalf of the presidential candidates Mr. Cobb (Green) and Mr. Badnarik Libertarian) who had requested the recount.

One of the goals of the recount was to determine how many minority voters were unable to vote or denied voting at the polls. Upon requesting copies of precinct records from predominantly minority precincts, Ms. Garman contacted Secretary of State Blackwell’s office and spoke to Pat Wolfe, Election Administrator. Ms. Wolfe told Ms. Garman to assert that all voter records for the State of Ohio were “locked down” and that they are “not considered public records.”

Quinn and Roberson asked specifically for the legal authority authorizing Mr. Blackwell to “lock down” public records. Garman stated that it was the Secretary of State’s decision. Ohio statute requires the Directors of Boards of Election to comply with public requests for inspection and copying of public election records. As the volunteer team continued recording information from the precinct records in question, Garman entered the room and stated she was withdrawing permission to inspect or copy any voting records at the Board of Elections. Garman then physically removed the precinct book from Ms. Roberson’s hands. They later requested the records again from Garman’s office, which was again denied.

Ohio Revised Code Title XXXV Elections, Sec. 3503.26 that requires all election records to be made available for public inspection and copying. ORC Sec. 3599.161 makes it a crime for any employee of the Board of Elections to knowingly prevent or prohibit any person from inspecting the public records filed in the office of the Board of Elections. Finally, ORC Sec. 3599.42 clearly states: “A violation of any provision of Title XXXV (35) of the Revised Code constitutes a prima facie case of election fraud within the purview of such Title.”

It is illegal what is taking place in your county.

I am hopeful that we can move forward with this recount which has been obtained through legal channels.

Sincerely,

Marsha V. Hammond, PhD: Licensed Psychologist

There have been a lot of great suggestions. Please excuse me for not mentioning the author of each suggestion.

80. could this be a set-up?
I can't keep up with all the posts on this so don't know if anyone has suggested this yet, but:

Could the door being left unlocked have been bait, so that the volunteers could find it unlocked, and then later be accused of having entered and tampered with records?

I do hope that whoever discovered it being unlocked was so careful about how they handled it, so there is NO CHANCE they could be accused of having done anything.

This reeks so badly; has the story been absolutely confirmed yet?

Edited on Sat Dec-11-04 04:31 PM by shraby
It came from one blog only and spread from there.

I googled the phone numbers and
(937) 320-9680 is listed for a Peter Jones and
(916) 396-9714 came up as "not match any documents"

(937) 608-5861 - Cell phones are not there.

937 is an Ohio prefix.

If the MSM won't film the site, a little amateur footage would do just fine: stage it like you are a news anchor on the site, walk up to the security guards and ask questions, create a little news scene...

WE DON'T NEED THE MSM: WE CAN FILM EVENTS AND POST THEM BY OURSELVES!

INSTEAD OF THE THE MSM, LET'S START THE LSM: Left (and proud of it) Stream Media !

His place is being used as the office of the Greene County Ohio Recount team. He verified the story when down as stated, and he's the one that put the Ohio lagal code citations in. Apparently the Geene County Office of Elections didn't realize that the two doddering little old ladies were really a couple of retired lawyers that knew exactly what they were looking for. Peter Jones also staed they found evidence of fraud there before being given the heave ho

87. I have talked to the person that made the discovery of the open door.
I believe that they did find a light on and the door unlocked. I know of no other independent confirmation of this part of the story. My understanding is that law enforcement and lawyers have been contacted regarding this issue.

For now, does it make sense to alert the media to the lock down of records in Greene County?

I'm sure that if there is anything to the "unlocked door" story then we will be hearing more about it soon enough.

It's an outrage that they didn't cover the Conyer's hearing. If they don't cover this, their standing as the "paper of record" will go publicly into the can.

102. Thanks sfexpat....But Let's Flush Them Into the Open
Might put them to shame, esp. because right now we need someone to chronicle the events in real time.

Example: Someone said they "spoke" to the people who witnessed the open door, etc.

Why not get the testimony on tape, and offer it to the MSM, if and only if they start covering this story ?

If I lived in Ohio, I'd be flying down the freeway to scene of the crime....

Could you please comment of the idea of getting some of our people with videocams to the scene of the crime RIGHT NOW (ya gotta credit Bev Harris with this approach, not waiting for the MSM):

Right now we need someone to chronicle the events in real time.

"I just got back from a recount info meeting, and I wonder if this has something to do with some concerns that I heard in the meeting.

"The county coordinator said that in some counties that they have
been able to get the pollworkers' signed vote totals, oftentimes
those totals have not matched up with the vote totals that Columbus
certified and reported to the state. It appears that there have
been a lot of small overages---8, 10, 12, etc here and there....all
trending towards Republican.

"Now, there should be no reason for the signed pollworkers and county
numbers to differ from the state numbers...so something is
happening. I wasn't sure what was going on, but it appears that
Blackwell is refusing to disclose the certified state figures for
each county. The county coordinator has requested the information
several times, so that she can reconcile the state figures with the
county and precinct figures, but he is not letting them do that and
will not release the figures. This is public info, so he has no
legal authority to do this, but he's doing it anyways.

116. WOW is right!
I have felt in my heart that this election was not right, but I always had the nagging question in regard to the likelihood that a broad conspiracy could stay together undetected and on the issue of partisan poll observers. I have been to many a Dem. headquarters on election night and their is always a precinct committeemen or ward chairman running around with their tally sheet to show the candidates and party officials that they were able to get out the vote in their area. If the election was hacked at the tabulator or county level, it would seem the local precinct people that signed the machine tapes would immediately notice a discrepancy between the later certified result and their election night tally. If it is true that Blackwell's office is not releasing the precinct data for reconciliation with the precinct workers election night tallies, something is very wrong. I may be mistaken, but I always thought that these numbers HAD to be reconciled BEFORE certification.

123. Holy smokes...
...I just did some real quick calculations on the fly, and, if you added just 12 votes - just 12 - to every precinct in just Cuyahoga County alone, that would be 17,268 votes, just right there.

If you did something similar in each county... look how easy it would be.

Easy.

Subject: ALERT! and INFO needed regarding: Voter Records in Ohio on Lockdown?

Hello Blair,

I'm very concerned about a report I just read that states:

From: http://fairnessbybeckerman.blogspot.com/2004/12/blackwell-locks-out-recount-volunteers.html

"On Friday December 10 two certified volunteers for the Ohio Recount team assigned to Greene County were in process recording voting information from minority precincts in Greene County, and were stopped mid-count by a surprise order from Secretary of State Blackwell's office. The Director Board of Elections stated that "all voter records for the state of Ohio were "locked-down," and now they are not considered public records."

People at DU and dKos are going crazy knowing that this may be true. Can you shed any light on this issue, and if true, what are your next plans? Is there anything that we can do to help via long distance?

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Just got back home, and haven't read any new posts. Any updates regarding this?
120. Not related, Just FYI
I got a note from someone working with the www.nov3.us site. They are working on getting electors from blue states to possibly cast "provisional" votes. The idea is that the elector's votes would be provisional based on Congress investigating irregularities prior to the vote being counted. My understanding is this would slow down the process of electors casting their votes for President.
If it works it could result in more time for recounts or more media exposure for voter rights and fraud.
From the email:
"We have electors willing to do something in Massachusetts and in California, interest in Vermont, possibly Maine and folks are trying to reach electors in Washington, Illinois, and New York - Grace "
166. I've sent this
Dear News Media Representative:
Like many Americans I am deeply disturbed by widespread reports of voter suppression, tabulation irregularities, and hints of possible fraud in the 2004 elections. As you are no doubt aware, a preponderance of these complaints come from the states of Ohio and Florida.
Yesterday in Ohio occurred an event which seems to confirm the worst suspicions that under Republican Secretary of State Kenneth Blackwell -- State Chairman for the Bush Campaign -- Ohio election officials have engaged in illegal actions designed to pad the vote for Blackwell's candidate.
Yesterday two election volunteers working with the Ohio recount were denied further access to public voting records in Greene County Ohio. At the Greene County Board of Elections in Xenia, two California women working with the recount coalition (CASE and the Green party) were copying public records and requesting access to other voting records, per Ohio statute. The Board was told by Secretary of State Blackwell's office to deny any further access to voting records, a clear violation of statute. Apparently, the quote was: "These records are no longer public. There is a lockdown on all Ohio voting records."
One of these volunteers has since confirmed that the documents they were investigating when Blackwell's order came down showed clear evidence of fraudulent activity. Please join the American people in investigating this and other irregularities which have marred the 2004 election cycle.
Sincerely,
Doubts persist about integrity of Nov. 2 election
RACHEL KONRAD, Associated Press Writer
(12-11) 00:18 PST (AP) --
As the Electoral College prepares to certify President
Bush's re-election
on Monday, concerns persist about the integrity of the
nation's voting
system -- particularly in Ohio, where details continue to
emerge of
technology failures, voter confusion and overcrowded
polling stations in
minority and poor neighborhoods.
Few mainstream politicians dispute Bush's victory, and
the incumbent's 35
million-vote margin nationwide was wider than any of the
reported
problems, which included insufficient or incomplete
provisional ballots
and, in some places, brazen partisan shenanigans.
First of all, I wrote Katrina's name as "Kristen" in an earlier post. I don't know what I was thinking.
We got cut off before we could finish the call but I hope this info will help. I wrote this up kind of fast so please excuse the mistakes.
One more thing, Katrina can only be contacted by cell phone right now so if you send email to the media then please include her cell phone number (937-608-5861) or they will have a difficult time confirming this story.
Katrina said that "I definitely have some very good news." but couldn't share it on advice of the attorney. If you read this closely you might be able to figure it out.
Here is the basic timeline of events:
Friday - Katrina, Joan and Eve arrive at Geeene County BOE to gather information needed to canvas African-American voters.
Friday, 3:30 PM Friday - Eve and Joan are informed that voter records are "locked down" and they have to stop viewing the records.
Friday, 10:30 PM - Katrina stops by the BOE to see if there is anything strange going on. All lights were off.
Saturday, 8:30 AM - Katrina, Joan and Eve are first to arrive at BOE. They notice that one lights in the building is on.
They check the door and it is unlocked. They enter the building and call out but no one is there so they leave the building.
A few minutes later, they enter the building again and "did something to make sure that other people could tell that no one was there."
(Katrina says that this may give us some hint as to the good news that she can't yet share.)
The local TV station WDTN Channel 2 (PBS or Link TV) and Xenia Gazette are contacted.
WDTN and Xenia gazette arrive at BOE and contact Law enforcement.
Saturday, 11:00 PM - Local law enforcement arrives and checks out the building. Law enforcement can't detect tampering with the door or inside the building.
Law enforcement contacts a locksmith who makes a new key for the door. The locksmith also claims that the door was not forced or picked. At least, we think it was a locksmith because the sign on the truck said "Heating and Air".
Saturday, 12:00 PM - Carol Garmin with BOE arrives. She is interviewed by WDTN and Xenia Gazette. She claims that the door was accidentally left unlocked. She can't explain how the light came on between Friday at 10:30 PM and Saturday at 8:30 AM.
Saturday afternoon - A call has gone out asking for people to help watch the BOE in Greene County 24 hours a day. They are using digital cameras with video capture in case anything else suspicious happens. If you can help in this effort, please contact Katrina at 937-608-5861. You can also contact Peter Jones at 937-320-9680. If you need a place to stay then Peter may be able to help. They need help watching this building. Please try to help if you can.
Here's a little more background:
Katrina says that they were canvasing the minority vote in Greene County because they new the day after the election that something was wrong. For example, Precinct 440 is an African American Precinct with two Universities each having about 1500 African-American students. The town in this precinct is also predominately African-American. According to their records there should be about 3200 registered African-American voters in this precinct. Yet the BOE only has 678 registered African-American voters. Also, in this precinct, Kerry only received a total of 58 votes. Based on these numbers they knew that the vote needed to be canvased.
That's all I was able to put together before we were cut off.
182. why aren't more people in Ohio looking at the vote rolls; like these folks
Lots of interesting things on the voting log books. Someone should be counting how many signed in. Whether lots of signatures that are same handwriting? Whether the vote totals make sense for the people registered in that precinct. Little things add up to a lot.
180. anything forged with a pen can be detected...
...by specialists who can tell you if something was written two days ago as opposed to a month ago. So, if the fraud was writing in the names of GOPers in voter sign in logs to explain Bush votes, the fraud will be easy as pie to uncover.
185. These people should all be calling the state police
this shit cannot be allowed to continue. I would most certainly be calling the state police in many of these situations. The law does not just apply to Democrats. Repukes are NOT excused.
