This device can be attached and than removed without a trace.
Any software can be removed, if they know what they're doing a regedit script can rewrite the registry keys that could track any software installs, driver installs etc.
I apparently uses wireless GSM network, wireless phone network, just like a modem. Very portable, all you need is a cell phone signal. I use something similar for my laptop to connect wirelessly.

I know that one of the main worries was that tabulating machines were possibly accessed by being connected to the internet but this technology would essentially bypass that and as it is removable it would be even easier to use for changing results wirelessly and without leaving a trace.

this was certainly my first immediate thought when I heard about the Triad rep gutting the machine, swapping parts in and out... and then telling them to leave it on so that it can "charge" (???).
I thought: he was installing a wireless access card (or... removing the one that was in earlier, clean sweep -- thus the need for cheat sheets)

He could have been concerned with the drive not spinning up again. but charging? no.
They said this a 14 year old pc?. Thats ancient. Not real flexible. I'd guess some sort of simple wireless IO device plugged into the serial port that the cpu would think was a keyboard.
but so the story goes.
Whats the difference between a computer salesman and a used car dealer? The used car salesmen knows when he's lying. The techie needs to qualify his statement.
