According to Secretary of State Blackwell's own recount protocol, the 3% of the vote that is to be hand counted is to be chosen RANDOMLY. Pre-selecting the precincts makes it impossible for observers to verify that the selection process was indeed random. All we want is transparency in our elections so that we may have faith in the process. Unfortunately, the actions of the Board of Elections and the Secretary of State repeatedly are removing transparency from the process, making it look like the whole thing is rigged. This destroys confidence in democracy. Please choose the precincts by drawing names from a hat in front of recount observers.
