15% of punchcard nonvotes not 'all the way down'?

Do technical aspects of the Florida election fiasco 4 years ago hold lessons for Ohio in 2004?

A UC-Irvine expert found that 15 percent of punchcard undervotes from Miami-Dade in 2000 were very likely to have been 'misaligned'--not 'all the way down'.

Voting instructions published in an Ohio newspaper the day before the election (see graphic below) warned voters to make sure to push their punchcard ballots "all the way" down in the punchcard holder, so that red arrows would line up. But one of the main reasons punchcards are unreliable is they leave little bits of cardboard (CHADS) EVERYWHERE. On some Ohio voting machines not maintained regularly throughout Election Day, chads may have built up in the bottom of ballot holders and made it IMPOSSIBLE for voters to push their ballots "all the way down". What could have happened as a result?

The total number of votes cast for president in Ohio was 5,625,631, according to http://serform2.sos.state.oh.us/sos/results/2004/gen/pres.htm . But the number of votes cast overall was 5,722,211, according to http://serform2.sos.state.oh.us/sos/results/2004/gen/voterTurn.htm This leaves a difference of 96,580.

Corresponding Cuyahoga County (Cleveland) figures from the same webpages are 673,766, 687,260, and 96,580. Some of us have been taking a close look at Cleveland because its extensive BOE website has most of the election data and documentation for more than 1400 precincts. But Cuyahoga is just one of 68 Ohio counties that used punchcards to vote.

They surmise voter unfamiliarity with the county's punch-card machines might be the cause. Salvanto suggested alternatively that the ballot slots in some voting machines may have been misaligned....

The pattern Salvanto found...: 1,012 voters punched No. 7, one below Gore's position at No. 6; 696 voters punched No. 5, one spot below Bush's position at No. 4. Often the pattern was repeated throughout the length of a voter's ballot, Salvanto said. On about 400 ballots, voters punched unassigned holes precisely one spot below those for Democratic candidates for U.S. Senate, commissioner of education and insurance commissioner as well -- leading Salvanto to conclude that those voters meant to support a straight Democratic ticket. ``It's particularly telling when they punch other unassigned chads that are one down from the Democratic candidate,'' Salvanto said. ``This happened all the way down their ballot.''"

4. This is a tricky point: At least in Cleveland, misaligned votes intended

for Kerry would have tended to be cast for "Disqualified", while misaligned votes intended for Bush would have tended to be cast for KERRY! See the sample ballot at http://boe.cuyahogacounty.us/BOE/ballots/pdf/CLEVE15H.pdf . The basic Presidential ballot order was

Badnarik
Bush
Kerry
Disqualified
Peroutka

You see that the name underneath Bush is Kerry, and the name underneath Kerry is Disqualified. This list was in alphabetical order before Nader's name was taken off the ballot. At that point, for some reason the list of Presidential candidates was not shortened to four. Instead, a 'hole' was left and counting machines were programmed to provide NO TALLIES of punches for DISQUALIFIED. They are mixed in with dimpled pregnant and hanging chads etc.

Misaligned votes intended for Bush would show up as unexpectedly high tallies for Kerry at a precinct. But pro-Bush areas tended to be less crowded, have newer and better equipment, and to have staff that inserted the ballot into the machine for each voter. In pro-Kerry, poorer areas, voters more often were on their own in lines hours long to use the worst-maintained equipment.

. . . you'll see that the lines for President/Vice President are double width, meaning that votes intended for Kerry would go to an unassigned slot when the "all the way down" problem occurred, and would be discarded. So would votes intended for Bush in this case.

One phrase you used puzzles me: "in this case".

Are there cases in which a misaligned attempt to vote for Bush would NOT go unassigned and be discarded?

Are you referring to the five "ballot orders" that result from "rotating" the list?

I intended to post an example of a precinct assigned to have Bush at the top of the ticket, but actually used a precinct where Bush is at the bottom. Would this make a difference if all Presidential lines are double-wide?

. . . where a mispunched vote caused by the "not-all-the-way-down" problem would go to another canidate, but not on the ballots used in Cuyahoga County this year. They all had the same format, which would cause votes to be not counted at all.

10. Discarded or not counted?

A big difference. One wrong punch does not throw out a ballot (I hope this is still true), it just does not count as intended.

If the shift is to an unassigned position, it will be easy to determine the spoilage rates by programing a ballot counter to read them with this criteria in mind.

5. I hated voting on punch cards

I used to live in Chicago and that's what they had there. The thing is, in a huge city, the ballot is bound to be very long and it takes a lot of time to get through it and I can see how people make mistakes. I always had to check carefully as the alignment was not perfect and I felt like I was figuring out the ballot. I can't imagine how hard it must be for an older person or someone voting for the first time.
So, in the big cities, there are tons of chads to make a mess in the voting booth. We've got to find a better way.

In Madison we have optical scan and its very easy to vote; they also have same day registration in Wisconsin. No provisional ballots needed.

9. Last Presidential election, I remember reading that the Chicago

punch-card ballot had 88 races on it, that voters in the Chicago suburbs had "second-chance" equipment to kick invalid ballots back while the voters trying to cast them still were there, and that a Republican administration had denied Chicago voters the same "second-chance" machinery.

Every time a confusing referendum or race for some obscure office is added to the ballot, lines to vote in poorer counties are lengthened, and more people are discouraged from voting. It can't be accidental that our ballots are so long--incumbents don't like elections anyway.

Meanwhile, in places like Canada and Taiwan, voting means markiing small pieces of paper for a handful of races, and then having local volunteers count them and report precise results within hours after the polls close.

16. Finally, somebody else discovered my typo. I was wondering whether

anyone was reading closely. Thank you for noticing! I didn't correct my typo after I found it because it was not SERIOUSLY misleading as typos go, and I had to do something else at the time. The original post has the SOS URLS, which will verify all 5 other counts as correctly posted. Editing the typo out before the DU software timed out on allowing changes in the message would have pushed all my paragraphs into one in the "Message" box, requiring me to re-paragraph everything. I decided to wait and only correct the typo if somebody asked about it. Who knows if a post is going to get lots of replies, or drop to page 20 like a stone?!

The correct number is 13,494, the difference between the total vote counted for candidates in Cuyahoga and the total number of ballots cast in Cuyahoga--or at least not discarded.

And a call came in, 5 AM PST that Spitzer is probably compromised. Based on what was conveyed relating to a non-9-11 investigation, we need to implement Plan B and Plan C at the same time very soon.

Let's hope most Americans make the right New Year's Resolution for 2005. There is nothing riding on it but their futures.

WASHINGTON -- The White House has ordered the new CIA director, Porter Goss,
to purge the agency of officers believed to have been disloyal to President
George W. Bush or of leaking damaging information to the media about the
conduct of the Iraq war and the hunt for Osama bin Laden, according to
knowledgeable sources.

"The agency is being purged on instructions from the White House," said a
former senior CIA official who maintains close ties to both the agency and
to the White House. "Goss was given instructions ... to get rid of those
soft leakers and liberal Democrats. The CIA is looked on by the White House
as a hotbed of liberals and people who have been obstructing the president's
agenda."

One of the first casualties appears to be Stephen R. Kappes, deputy director
of clandestine services, the CIA's most powerful division. The Washington
Post reported yesterday that Kappes had tendered his resignation after a
confrontation with Goss' chief of staff, Patrick Murray, but at the behest
of the White House had agreed to delay his decision till tomorrow.

But the former senior CIA official said that the White House "doesn't want
Steve Kappes to reconsider his resignation. That might be the spin they put
on it, but they want him out." He said the job had already been offered to
the former chief of the European Division who retired after a spat with
then-CIA Director George Tenet.

Another recently retired top CIA official said he was unsure Kappes had
"officially resigned, but I do know he was unhappy."

Without confirming or denying that the job offer had been made, a CIA
spokesman asked Newsday to withhold naming the former officer because of his
undercover role over the years. He said he had no comment about Goss'
personnel plans, but he added that changes at the top are not unusual when
new directors come in.

On Friday John E. McLaughlin, a 32-year veteran of the intelligence division
who served as acting CIA director before Goss took over, announced that he
was retiring. The spokesman said that the retirement had been planned and
was unrelated to the Kappes resignation or to other morale problems inside
the CIA.

It could not be learned yesterday if the White House had identified Kappes,
a respected operations officer, as one of the officials "disloyal" to Bush.

"The president understands and appreciates the sacrifices made by the
members of the intelligence community in the war against terrorism," said a
White House official of the report that he was purging the CIA of "disloyal"
officials. " . . . The suggestion is inaccurate."

But another former CIA official who retains good contacts within the agency
said that Goss and his top aides, who served on his staff when Goss was
chairman of the House intelligence committee, believe the agency had relied
too much over the years on liaison work with foreign intelligence agencies
and had not done enough to develop its own intelligence collection system.

"Goss is not a believer in liaison work," said this retired official. But,
he said, the CIA's "best intelligence really comes from liaison work. The
CIA is simply not going to develop the assets
that would meet the intelligence requirements."

Tensions between the White House and the CIA have been the talk of the town
for at least a year, especially as leaks about the mishandling of the Iraq
war have dominated front pages.

Some of the most damaging leaks came from Michael Scheuer, former head of
the CIA's Bin Laden unit, who wrote a book anonymously called "Imperial
Hubris" that criticized what he said was the administration's lack of
resolve in tracking down the al-Qaida chieftain and the reallocation of
intelligence and military manpower from the war on terrorism to the war in
Iraq. Scheuer announced Thursday that he was resigning from the agency.

in "Big Oil" investments into a land locked Caspian Basin and how to

investments into cash flow. How many times did Big Oil ask for

force, and the big Caspian Oil deals that are now coming to market.

that OPIC and Asia Development Bank funded Trans-Afghanistan pipeline
and what US company is constructing that pipeline right now, and what
US firms are supplying the key components and their relationship to
your administration.

around Bridas to be "natural gas suppliers" to the US owned natural
gas electrical generation plants in Pakistan (Dynegy -
Illinova /Tenaska, El Paso (2 OPIC financed transactions) and others.

public that your GWOT and military policy are protecting the Caspian
Basin Oil and Gas deals for many of your Bush Pioneers, some $9.6
trillion in oil and about $3 trillion in natural gas, now mostly in
the hands of your elite wealthy contributors and some elite Liberals
to keep this all quiet.

9. I demand to know what role the post-bankruptcy ENRON (Prisma
Energy International, Cayman Islands) is playing in the Caspian Basin
area, the same Enron that uses the law firm of Mayer Brown Rowe & Maw
that established the offshore
SPE's for assets that were never under the jurisdiction of the U.S.
Bankruptcy Court.

10. I demand to know why you appointed Richard Ben Veniste to the 9-
11 Commission when it was his law firm that was stalling Bridas
Corporation at the Fifth Circuit US Court of Appeals in the matter of
Bridas Corporation v. Turkmenneft and his law firm is directly
involved in Pakistan, Turkmenistan, Kazakhstan and Uzbekistan and
your administration.

11. I demand to know the exact date of the order that had our
military practicing in early 2001 the invasion of Afghanistan to take
out the Taliban and Bridas Corporation and make that pipeline under
control of US interests, many of your Bush Pioneers, and the exact
date that our military started practicing and preparing for that
invasion.

12. I demand to know who Remington Holdings Ltd is, and Western
Acquisitions, Inc, both Baker & Botts clients and the lucky
recipients of OPIC financing to acquire oil and gas deposits in
Pakistan.

Who are the parties involved in those entities by name and benefited
from such governmental magnanimity? Is this transaction a payoff?
Since American taxpayers are footing the bill, we have the right to
know - right now.

for Argentina. As an American citizen I take umbrage to your
belligerence towards a nation that is not an enemy of the United
States by any stretch of the imagination, except possibly yours. It
is abundantly clear that your intentions were solely to intimidate
Argentina and Argentina based Bridas Corporation into silence and
that is NOT AMERICA. That has every appearance of the United States
acting as the terrorist and a state sponsor of terrorism. Yes, you
are wrapped in a flag but I clearly see that it is not the one you

DynPort Vaccine, LLC, owned by DynCorp and now owned by Computer
Sciences Corporation, a Bush Pioneer, is a possible source for where
the weaponized Ames Strain of anthrax came from that was used against
this nation. How did your administration manage to miss one of your
campaign contributors and a company doing large volumes of business
with your administration and even being known euphemistically
(DynCorp) as The Mercenary Company? Who put that Contract on America?

17. I demand to know how you can claim a pretense of being a
Christian while sponsoring and condoning the torture of prisoners,
including sodomizing children, at Abu Ghraib prison.

18. I demand to know how your administration can send firms overseas
as "representatives of this nation" that were convicted of running a
flesh trade in little girls in Bosnia, specifically one DynCorp.
Convicted in Texas and the United Kingdom according to reports I have
seen and apparently detested in Afghanistan. You do recall that
DynCorp is the company providing security to protect your puppet
Karzai in Afghanistan and your other puppet Zalmay Khalilzad is
deterring anyone from running for President in that bogus "free"
democracy?

19. I demand to know why your administration keeps running the name
and photos of Adnan G. El Shukrijumah as the "dirty bomb boogeyman"
and on March 25, 2003 the FBI knew exactly where to find him and did
not go after him. That telephone call was made from my telephone by a
Canadian friend that was in Little Rock on that date, Mr. Bush, so do
not pretend "national security" with me.

I am "first person" on this matter and all of America deserves to
know the extent that your administration has been and is lying to us
all - and someone that is not Al Qaeda is probably "dropping a
suspect name" as they set up a dirty bomb attack. Sure have pushed up
the oil and gas prices with your strategy though, guess we can
consider that another "Mission Accomplished".

20. I demand to know why your administration keeps referring to Adnan
G. El Shukrijumah as a "Saudi" when the FBI knows full well he is not
Saudi. His family is from Guyana in South America and they have lived
in Florida since 1986 without incident. His grandparents were from
Yemen, moved long ago to South America and his mother is from
Trinidad & Tobago.

21. I demand to know why you alerted India, Pakistan and "Axis of
Evil" member Iran of your intentions to attack the Taliban / Bridas
well before 9-11, and not notify the citizens of this nation. That
matter was reported on June 26, 2001 in India newspapers.

22. I demand to know the exact date that the first meeting, first
page of the Patriot Act was started by your administration.

23. I demand to know why it is you, your backers, certain Democrats
that apparently "hate our freedoms" more than these purported GWOT
Islamic fundamentalists, hence the Patriot Act that treats all
Americans with the same degree of contempt and disdain you treat all
non-wealthy Americans.

24. I demand to know why Homeland Security is protecting this
government and not protecting this nation.

25. I demand to know why any dissent or objections to your Orwellian,
imperialistic, pro-corporate agenda is referred to the Homeland
Security Counter-Terrorism Division.

twist it into something that is pro-Bush Backers and anti-American
citizens and then try to alter our rights as Americans via Patriot
Act measures that are designed to force America into submission and
does nothing to protect this nation, only this government.

Pioneers pharmaceutical program" derived from TMAP (Texas Medical
Algorithm Project) and PENNMAP (Tom Ridge, Pennsylvania) to have
Americans tested under guidelines prepared by your Bush Pioneers and
force psychotropic drugs on Americans.

28. I demand to know why your administration keeps injecting our
troops with an anthrax vaccine known to be deadly and harmful to the
health of our soldiers and now apparently wish to inject that into
all Americans under Project BioShield and martial law. Is that why
you have no concern whatsoever for the 3 million jobs lost, for
between your TMAP lunacy and Project BioShield lunacy, well over 3
million Americans could perish if the same statistical rates hit the
general population as has hit our military? Can you explain away
Holocaust with "brilliant strategy policy" driven by unmitigated
greed?

29. I demand to know why Li Ka-shing was denied Global Crossing on
national security grounds (very public) yet allow him in the back
door in Savi Technology (not disclosed), the RFID technology company
that is purportedly protecting our ports from insertion of a nuclear
bomb into this nation via "ocean going containers". How many doors
are left wide open by your administration in this GWOT Fable?

30. I demand to know why you search the world for mythical terrorists
and cannot find robber barons and financial terrorist right under
your nose. That many of them are Bush Pioneers and even backers of
the Democratic Party, and have plundered the investors, workers and
citizens of this nation, is very apparent to Americans and not very
pro-family on your part.

Christians do not lie, Mr. Bush, for that is an affront to God. A
Christian would not willfully mislead this nation, nor send our
troops into Harm's Way for a lie while your wealthy contributors take
over a $9.6 trillion oil, $3.0 trillion natural gas deal and already
maneuvering for Africa. You are proving to the world that you are
terrified of the truth and have impeded every investigation into the
truth.

Your actions prove that you are not an upstanding Christian, nor are
you a Conservative Republican worthy of that designation.

Your position as President does not make you unaccountable to the
citizens of this nation, nor does it entitle you to act as a tyrant,
an emperor, or serving only those Americans that dole out money for
your political ambitions and agendas. I see no "stewardship" in your
conduct whatsoever.

You have "Mission Accomplished" three times - the removal of
Taliban / Bridas to control that pipeline, radically escalated the
price of oil and gas for some of your major backers, and the death
and maiming of many due to your lies. Your "Iraq Strategery" makes
perfect sense to me, since all of you needed a diversion away from
Afghanistan, the Caspian Basin and what you did to Bridas Corporation
to get control of that $9.6 trillion in oil, $3 trillion in natural
gas.

Go back home and wrap yourself in the flag of Texas and the shame you
alone are responsible for creating. Your resume is your doing and
yours alone.

If you were running against me this year, you would not have the guts
to stay on the stage in a debate with me.

Shame on all of you, both sides of the aisle that have lied to
America and gotten so many killed and maimed for a lie, and no, I am

An undercover intelligence officer, who is suing the CIA, says his managers asked him to falsify his reporting on weapons of mass destruction and retaliated against him when he refused. We speak with his attorney. We turn now to the story of how a senior intelligence officer was targeted by the CIA after he refused orders from his superiors to falsify his reports on weapons of mass destruction.

The senior CIA operative charges in a lawsuit made public last week that a co-worker warned him three years ago that "CIA management planned to 'get him' for his role in reporting intelligence contrary to official CIA dogma."

Although the word "Iraq" does not appear in the heavily redacted version of the suit, the Washington Post reports that "the remaining language and context make clear that the officer's work related to prewar intelligence on Iraq's alleged weapons of mass destruction."

Accusations of intelligence officers being pressured on their Iraq findings in the lead-up to the war has long been alleged, but no CIA official has come public before with such claims.

According to the undercover agent, the CIA management retaliated against him by launching investigations of allegations that he had a sexual affair with a female asset and that he stole money meant to be pay off for sources.

Looking into this, I disassembled a Votomatic voting machine made by Computer Election Systems Incorporated, and found that it has a horizontal steel brace across the back of the mechanism. This brace is behind punch positions 4 and 5 (assigned, respectively, to Pat Buchanan and Al Gore on the now infamous Palm Beach County butterfly ballot). As a result, while there was room for a huge volume of chad behind the other punch positions, probably more than the 50,000 pieces quoted, it seemed that it might be possible to block these positions after only a few hundred votes! This could explain the complaints from voters about their need to repeatedly force the voting stylus before it would punch through the card.

In casting 450 experimental votes in position 5 on a 228 position Votomatic ballot, starting with a clean Votomatic machine, there were no jams that required hammering, but at several points during the experiment, there was a small added resistance to punching as minor chad jams were pushed aside. When the machine was opened after the experiment, there was a large but loosely packed body of chad between the support brace and the bottom sides of the T-strips, and chad was wedged between the T-strips for a distance of several centimeters above and below ballot position 5.



Repeating the experiment using position 119 on a 228 position Votomatic ballot, an impenetrable chad jam developed after 317 votes. Positions 43, 119 and 195 are midway between positions 4 and 5 along the long dimension of a 228 position Votomatic ballot. The metal brace across the back of the machine was not the cause of of this jam, but rather, the plastic brace above the metal brace. This jam is shown in Figure 6, as it looked prior to attempting to clear it by hammering. Both the edge of the metal brace and the plastic brace are visible. snip

Repeating this experiment on position 100 of a 228 position ballot using a Data-Punch machine gave a firm jam that produced a similar quality of dimpled chad after 668 punches. Positions 24, 100 and 176 have the same relationship to one of the plastic cross braces inside the Data-Punch machine as position 119 has to a brace inside the Votomatic machine.

But if there are errors in the list of voting methods they compensate each other.
