Why weren't the undervotes(hanging chad votes) counted in Ohio??

Why weren't the undervotes(hanging chad votes) counted in Ohio??
Ohio is known to have had over 93,000 ballots where no choice was recorded for President. They are virtually all in punch card counties and virtually all in precincts that strongly prefered Kerry. Ohio has a rule that such votes can be counted if 2 corners were punched.
Why were these votes not looked at and counted?? Its clear that not all legal votes were counted.

Also why wasn't the alleged vote machine fraud, for which there is considerable evidence and affidavits taken into accout??

Also why weren't the votes that went to minor candidates due to mistakes(perhaps deliberately) counted for Kerry since the intent is clear. They were counted using the wrong ballot version, but the correct one is known.

This recount just counted the votes under the system used the first time, even though they know it did not reflect the clear intent of the voters. Why???

1. Probably because the margin was too big
The undervotes might have yielded 6-8000 additional votes at the most. JK might have picked up an additional 1500-2000. Probably didn't feel it would be of any great consequence

3. Didn't the Kerry camp request visual inspection of these ballots?

Wonder what progress has been made (if any) to comply with their requests

here is a link to the requests Kerry camp made "regarding the conduct of the recount"...sheesh, couldn't they have made it more of a demand?

2. I wish they would have
At least that issue would be off the table.

Historically, they wouldn't have had many votes at all, but would have netted some for Kerry.

5. I believe that some counties
did count the over/under vote. I remember one of the counties saying that there were 683 votes which had no preference for President and another county stating that there were no changes int eh over/under votes. I believe where I saw this was on the Votecobb.com website in the reports from observers. When I have time later I will source.
