So, Kerry "lost" votes in these areas with respect to Gore in 2000!

And pretty much ALL OF BUSH'S GAINS CAME FROM THESE LOCATIONS!

1. Bush lost votes with respect to Bush in many of these precincts

I wonder if Absentee ballots or Early Voting ballots were counted in a separate precinct. They do that here in Tennessee where I live. Early voting is a separate precinct on its own. The more people who Early Vote, the fewer votes show up in the regular precincts on Election Day.

I don't see that in Phillips's analysis.
