Warren County Absentee anomolies good stuff here TIA look.

We (Bonnie McFadden and Andy Stephenson) almost completed review of ballots cast in 150 of the 157 precincts in Warren County on Thursday, January 30, 2004. (Seven precincts remain to be done).

The total absentee ballots for the 150 precincts equals 8,531, for an average absentee vote of 56.87 per precinct.  If the 7 remaining precincts are calculated at the average of 56.87, add 398 ballots to our actual total of 8,531, for a total of  8929.

Andy said that on Tuesday, 12/28/04, Susan  Johnson, Chief Election Clerk, told him that there were 8885 absentee ballots, of which 112 were invalid, for a remaining total of 8773, for a difference of 156 votes from our actual count total.

However, on 12/21/04, deputy election clerk Sharon Fisher gave us a printout showing the following:

The total of just the absentee ballots listed above is 7,094, which is 1,437 less than the count for the 150 precincts we actually accounted, and 1835 less than the actual 150 precincts we actually counted plus the averaged absentee ballot of 56.87 for the 7 precincts we did not actually count.

The election results published on line by Warren County at http://www.co.warren.oh.us/bdelec/index.htm did not report the number of absentee or number of provisional ballots at all.

OTHER ISSUES:

We were given a list of 332 Provisional Ballots which were invalidated.  The majority were denied because not registered.  Fifty four of the 332 were denied because voted in the wrong precinct.

Several were denied for “insuff Info”;  Holcomb, Danny, Norman, Thomas, Turner, Jordan

“Not sufficient I.D.”  Shaver, Mary.

Oddly, several were refused because:  “Absentee ballot left at precinct” – Jones, James,

Levit, Sylvia, , Sirkia, William E. , Stewart, Rob Andrew.

Also odd: Wilson, Lisa Renee (“Original dropped in box and additional issued.”)

Questionable Signatures:     

Parker, George Matthew  precinct 131, page 72.
Schwartz, Brien C. precinct 131, page 81.
Reber, Michael William, precinct 132, page 77
Rish, Amanda precinct 134, page 73

Clermont County
3% random sample was not random; only small precincts included; hand count didn’t match machine but didn’t follow Ohio rule to count all by hand There was indication of inconsistent policies in counting favoring Bush and evidence of tampering according to witness. County
officials uncooperative; would not let observers see info needed to confirm results. Were not allowed to look at overvotes.

The county voluntarily opted for a full hand recount, likely for reasons related to the large discrepiency found between the official certified numbers and the results of the recount, with it
being clear that there had been ballot counting for unofficial reasons between the certification and recount time.
Once again, ballot security is an issue. Boxes were open prior to our arrival. They are kept unsealed in a locked room at the Board of Elections. Vote totals were distributed to witnesses with the apparent intention of misleading them. The hand count totals were compared to totals furnished by the BOE dated/generated(?) 12/10/2004 as part of some unknown “unofficial” process rather than the official certified SOS totals. These totals were incorporated into a three-page list indicating vote totals precinct by precinct. These vote totals were distributed to witnesses in a manner that suggested they were the totals certified by Secretary of State Kenneth
Blackwell, on December 6, 2004. They were in fact not the totals certified by Secretary of State Blackwell. The lists provided to witnesses are noted to be "Official Nov. 2, 2004" and are dated
12/10/2004 10:25:28am. These include pages 1, 2, 3, of 96. There were major differences in these totals from the certified totals.

Some issues were raised during the hand count that warrant mention. The failure of the board to allow witness presence prior to the handling of the ballots. BOE personnel (employee/member)
alluded to the counting of some precincts prior to the start of the recount. Witness, Patricia Stout, stated that "one of the precincts I observed was already separated into Republicans, Democrats and Other. It was clear that this pile had been counted." The count was completed
and totals reflected a net loss of 13 votes for George W. Bush, and a net gain of 34 votes for John Kerry. The hand count totals were compared to totals furnished by the BOE dated/generated 12/10/04.
Signature book examination conducted by the witnesses for the Democratic candidate looked at two different precincts, with BOE personnel recounting Jefferson Twp. Precinct. Discrepancy
appeared to indicate a pattern of a 7-8% loss of votes for the Democratic candidate.
And what could have been the reason for voluntary hand recount and the manipulation and counting of ballots prior to the recount and after the certification?

bit of evidence gathering to do on Monday. That bit of evidence could be explosive. Especially if what I think was going on is actually what was going on. Unfortunately I cannot talk about it here yet as I want the evidence to remain till I get back there on Monday.

12. Were both parties sending out absentee ballots?
I can't recall for sure, but I think they were. I seem to recall that they were trying to encourage folks to vote by sending them ballots (even with pre-stamped envelopes). If my recollection is correct, then that could explain the overages, that is, if there was no record maintained by the clerk of those ballots given to the parties. Do you have to provide proof that you are a registered voter to get an absentee ballot? :shrug:

16. Both parties send out absentee ballot request forms but I believe only
the state can send out the actual absentee ballots.

15. Warren County DUer lizzieforkerry stated that she knew of republicans who
received absentee ballots without requesting them. OH has rules for who can use them, over 62, sick, out of town on Nov. 2.

ONE MORE LOOK AT SOUTHWESTERN OHIO: Many observers have questioned how C. Ellen Connally, a little-known, underfunded, African-American municipal judge from Cleveland, running for Chief Justice against a well-financed incumbent, could have received more votes than John Kerry in Butler, Clermont, and Warren counties, in a race that attracted far fewer voters than did the presidential race. I compared the official precinct canvass results for both races in all three counties and concluded that she could not have. In the race for Chief Justice there were only three options: Ellen Connally, Thomas Moyer, or none of these. There were no third parties, and no write-ins. The votes not cast for Connally were not sufficient to account for all the votes awarded to Bush. When the results are examined precinct by precinct, it is revealed that 13,577 of Connally’s supporters must have voted for Bush in order for the official results to be true and correct: 7,440 people in Butler County, 3,580 people in Clermont County, and 2,557 people in Warren County. And these numbers are an absolute minimum. For every person who did not cast a vote for Chief Justice but did vote for John Kerry, there would have to be yet another person who voted for both Connally and Bush. These certified results defy credibility and should be rescinded. In my professional opinion, the only explanation for these numbers is election fraud.
