Why has the Electoral College magnified all Presidential victories except yours in 2000 and 2004?

...in the bits and bytes that were conveniently, seamlessly, quickly edited (either directly or via dialup) on the modem-connected unsecured Windows machines running Diebold's MS-Access program "GEMS Central Vote Tabulator" version 1.15.18 (uncertified).

But then I just make my living writing MS-Access programs, so what do I know.
