Accupoll says HAVA requires VVPR for Federal elections---
Edited on Thu Jul-07-05 01:51 PM by FogerRox
Ineresting opinion:
"In summary, it is apparent that the requirement of HAVA that a voting system used in a
Federal election provide a paper record for a manual audit can be satisfied only by a system that
produces a paper record that the voter sees and verifies, and that is retained by the election
official as the record of votes cast for purposes of an audit and any recount."

1. They've had that white paper available for a while now
It only makes sense that if you are to audit a system, you have to have two independent, verified sources.

Therefore, since the only one who can verify a vote is the voter, the voter must observe the paper record/trail/ballot.

However, that logic is lost on most election officials.
