Grand Jury Investigating Voting Machine Contract


(AP) PEORIA, Ill. A Peoria County grand jury is investigating alleged impropriety involving a member of the Peoria Election Commission and an election machines vendor who is poised to receive a nearly $1 million contract.

Peoria County State's Attorney Kevin Lyons says the panel will spend several weeks investigating Commissioner Eugene Wittry, whose relative runs the Populex Corporation. The commission had planned to buy new electronic voting machines from the start-up company to meet new federal requirements for disabled voters.

Wittry owns stock and serves on the advisory board of Populex, and the investigation will center on whether he broke any of the laws that govern bidding and contracting.

Lyons says no one has been charged with any wrongdoing.

3. yet another twist on the no bid contract rule for buying systems
even if there was bidding, who's to think the system was fair here?
