of a pre-printed registration card, which was mailed back according it's instructions, to arrive "damaged"?

As of just now, a supervisor at the LA county registrar gave me a new explanation why my daughter is not in the database.
It was possibly "damaged in the mail".

It is now a certainty, she will have to vote "provisional".

According to the supervisor, we are supposed to receive a notification from the county "after" the election, that she will have to re-register.

I asked her if her vote IS going to be counted, and she said "yes". Which remains to be seen.

And yes- they are still inputting registration data.
