LA Times has a searchable database of those that have donated to Yes on 8 and No on 8 - can search by zip, city and or state...

1. Is this really incomplete?
I found no listings for 95825 (Arden/Arcade) and 95828 (Florin/Calvine/Vineyard) which are both very large zip codes with huge populations (probably 100,000 people or close to it.) 95814 (Downtown/Midtown) only had 10, which seems impossibly low because of the number of statewide organizations with offices there, and the local gayborhood lying in that zip code.

3. There is typically a lag of several weeks
I don't know California's laws, but I've run initiative campaigns in Washington and am familiar with their laws.

Action groups which collect and/or spends money on a ballot measure must register with the state Public Disclosure Commission. Once registered, and until they file a closure form, must report at least monthly to the PDC. The form that lists the names, occupations, donation amount and accumilated donation amount of each donor is submitted once a month, on (I think) the 10th. This means that there can be a lag of up to six weeks between the time the group receives the money (say, on the first of the month) and the time it is reported to the PDC (on the tenth of the next month.) Washington requires that groups submit their data electronically, which allows it to be posted as a matter of public record within a few hours. If California allows groups to submit paper reports, it can be another week or two for them to manually enter the data before it is available.

It is possible that the areas you are looking at do have donors, but that information has not yet surfaced to public view.
