Looks like a melange of legit science and crackpottery... like the salt water and "vacuum energy" extraction schemes (as examples of the latter).

However, how can anyone NOT go into ANYthing of scientific study without grains of salt, my friend? I'm willing to bet most people on this forum are not scientists, so ofcourse people will be skeptical. But that doesn't mean "vacuum" is some incorrect term for something going on in a repeatable study. Just keeping the big picture in mind for everyone.
