I'll have to forward this story to my archaeologist co-workers. I've had to deal with the USACE on non-archaeological environmental issues before, and have found an inconsistency in dealing with the resource from regional office to regional office and from project to project, but the Corps most often seems to go along with what the project sponsor wants it to do. As a result, I would suspect that this salvage project had a friend or friends somewhere in Homeland Security. Not all of us government workers are evil, eh?
