3. There are some ranches I think are safe

One of them is here in Colorado and they ship. It may not be that bad a postage from here to you. Just in case it's of interest, here is their site. Some really good reading one way or the other.

4. our local meat packer only has cattle from the local ranchers

it's all desert raised, takes 4 acres per cow to support the herds
