Was this a cell phone virus attack?

My brother received a call from an "IPA operator". The message was: "Happy Birthday--FU--FU--I love you." (His birthday is not this month.)

I'm not exactly sure what happened next, but he was able to see the phone number 612-547-0006. He contacted an operator who told him the area code was from one in Wisconsin (knows no one in that state).

Spam? Virus? Hack?

Any suggestions?
